Study On Policy Implementation Of New Energy Vehicle Charging Infrastructure Construction In Lhasa

The construction of new energy vehicle charging infrastructure is an important part of the national "new infrastructure" development strategy,and it is also an important strategic deployment to optimize the energy consumption structure and realize environmental protection.In order to promote the charging infrastructure construction of new energy vehicles,Lhasa municipal government has successively issued corresponding policies.In order to understand the effectiveness and influencing factors of the implementation of relevant policies in Lhasa,this paper takes the charging infrastructure construction policy of new energy vehicles in Lhasa as the research object to evaluate the implementation of relevant policies in Lhasa.Combined with the policy implementation process theory and policy implementation model,this paper constructs the evaluation index system,combined with expert interviews and questionnaire survey data,and uses the research method of quantitative and qualitative combination to comprehensively evaluate the implementation of the charging infrastructure construction policy of new energy vehicles in Lhasa.The specific research results are as follows:（1）Local governments,charging facilities construction enterprises and the public are stakeholders in the charging infrastructure construction of new energy vehicles.Based on the policy content at the national level and Lhasa city level,this paper introduces the current situation of policy implementation in Lhasa,and believes that the implementation of relevant policies in Lhasa starts late and the implementation effect is not obvious.（2）Combined with the policy process theory and the policy implementation process model,this paper constructs the policy implementation evaluation index system of Lhasa new energy vehicle charging infrastructure construction with four influencing factors: policy formulation,implementation organization,target group and external environment.The system is composed of 1 target layer,4 criterion layers,9 sub criterion layers and 26 index layers.The index system uses AHP to calculate the weight of each factor,and combined with the questionnaire data,uses the comprehensive weighted average method to evaluate the executive power.（3）Taking the Lhasa municipal government as the survey object,using the policy execution evaluation index system,it is concluded that the evaluation grade of the policy execution of Lhasa’s new energy vehicle charging infrastructure construction is good.The evaluation results show that the degree of policy recognition is high,the policy scheme design is more scientific,and the implementation environment is relatively ideal.At the same time,there are also some problems,such as the relative lack of policy implementation resources,the weak implementation coordination and clarity of rights and responsibilities of policy subjects,and the policy literacy of executors needs to be improved.（4）In view of the problems existing in the policy implementation of new-energy vehicle charging infrastructure construction in Lhasa,specific and feasible suggestions are put forward from the perspectives of improving the policy implementation system,enhancing the responsibility of the implementation subjects,strengthening policy interpretation and feedback,and exploring diversified policy support modes.
