With the acceleration of the urbanization process in China and the continuous expansion of the urban scale,problems such as lagging construction of drainage and waterproofing facilities,low maintenance level of pipeline network,insufficient drainage and flood discharge capacity,and inadequate emergency response capacity are becoming prominent.Some Chinese cities are subjected to varying degrees of flood risk,exposing them to issues such as urban waterlogging susceptibility and a lack of adequate emergency disposal capacity.A systematic approach to urban flood management and drainage is required,and it is influenced not only by physical infrastructures such as drainage and storage systems,but also by emergency policies and procedures for urban floods.Because of the high cost of engineering renovation,it is impossible to improve standards unrestrictedly.Experts have proposed the notion of a resilient city,which is based on comprehensive catastrophe prevention and urban safety measures.Disaster-resilient cities place an emphasis on their capacity to adjust in real time to calamities.The first step in analyzing the collaborative management strategy of urban waterlogging emergency management from the perspective of resilient cities is to examine the entire process of waterlogging management,determine the necessity of waterlogging collaborative planning,and clarify the relationship between participants.Moreover,this is the entry point and central emphasis of this study.This paper,which is based on the resilient city theory and employs the public management theory,the collaborative governance theory,and the integrated governance theory,examines the collaborative governance mechanism of Kunming waterlogging emergency management as the research object,and collects and collates the data and draw conclusions by interviewing representatives from several emergency management departments,as well as representatives from relevant enterprises,organizations,and communities in Kunming.According to the findings of the study,there are difficulties with construction fragmentation,system fragmentation,management fragmentation,and implementation fragmentation in the management of urban waterlogging.From the aspects of system,technology,process,and supervision,this paper proposes waterlogging resilience management countermeasures.It also develops a new governance model to meet the needs of governance in a new environment,realizes the co-management of diversified subjects,and makes the urban system more "resilient."...
