| Under the background of promoting the green development of agriculture and the accelerated transformation of agricultural production methods,the problems of food safety,agricultural non-point source pollution and ecological environment degradation caused by extensive agricultural production methods need to be solved urgently.Pesticide is one of the key input factors in agricultural production,and its regulated use has an important impact on the transformation of agricultural production methods.However,as a country that is seriously affected by pests and diseases,the intensity of pesticide application per unit cropland in China is several times that of the world’s major agricultural developed countries,and the negative problems caused by the non-standard use of pesticides are highlighted.Green control technology is an environmentally-friendly integrated pest management technology,and its promotion plays an important role in achieving pesticide reduction and promoting green development of agriculture.The Ministry of Agriculture and Rural Affairs issued the "Action Plan for Zero-Growth of Pesticides by 2020" and the "Technical Guidelines for Agricultural Green Development(2018-2030)",which provided policy support for promoting green control technologies.Therefore,it is of great significance to evaluate the effect of green control technology promotion.Farmers are the main body of agricultural technology adoption.Environmentally-friendly agricultural technological achievements can only be transformed into productivity if they are accepted by farmers and applied to agricultural production.Therefore,based on the theory of farmer behavior and the theory of technology diffusion,this study aims at peanut growers in Zoucheng City,Shandong Province,evaluating the environmental and economic benefits of green control technology promotion.The main research conclusions are summarized as follows.Firstly,in terms of environmental benefits:(1)The government’s public investment(the integrated physical control technology installed by government)reduces the amount total pesticide use,and the technical training increases the use of green pesticide.The interaction between technical training and government public investment is significant,in the case of public investment from the government,the more the farmers involved in technical training,the more the total amount of pesticide dosage reduced,the amount of green pesticides dosage increased,and the structure of pesticide application improved.(2)The neighborhood effect exists,that is,the pesticide application behavior of farmers is affected by the pesticide application behavior of neighbors,the lower the pesticide dosage of neighbors,the lower the pesticide dosage of farmers.(3)Technical training has spillover effects.Neighbors’participation in technical training helps to spread pesticide knowledge information through communication in the neighborhood,thereby promoting the reduction of total pesticide use and the improvement of pesticide application structure.(4)The neighborhood effects are different among farmers of different scales.The improvement of pesticide application structure by large-scale farmers have significant demonstration effects.Secondly,in terms of economic benefits:(1)The government’s public investment can effectively save farmers’ pesticide cost.(2)The analysis of the production income of peanut shows that under the joint effect of technical training and government public investment,the peanut yield and the production income are increased,but it does not have a significant impact on peanut price.This shows that green prevention and control technology increases farmers’ income by increasing peanut yield rather than increasing peanut price.Based on this,this study proposes policy recommendations to promote the promotion of green control technology:building green control demonstration zones,expanding the technical radiation area;carrying out relevant technical training on pesticide application,transmitting technical knowledge;actively promoting green pesticides in various ways;carrying out green brand certification,promoting the establishment of high quality and high price markets. |
