| Fujian coastal Casuarina equisetifolia forest plays an important role in maintaining the coastal ecological environment.Its ecological functions are reflected in:windbreak and sand fixation,water conservation,carbon fixation and oxygen release,atmospheric environment purification,soil conservation,nutrient accumulation and bio diversity protection.However,with the rapid development of the coastal economy in Fujian,contradictions have emerged between the maintenance of the ecological environment and economic development,which are mainly reflected in the deforestation of protective forests,a sharp reduction in area,and a decline in ecological functions.One of the problems is the lack of ecological compensation mechanisms for shelter forests.Taking the Casuarina protective forest in the coastal area of Fujian as an example,this paper analyzes the cost of forest construction and the market value of Casuarina equisetifolia.Based on the"Evaluation Code for Forest Ecosystem Service Function"(LY/T1721-2008)issued by the State Forestry Administration,Fujian Binhai Casuarina equisetifolia forest was used to evaluate the value of ecological service functions,and the willingness to pay method(CVM)was used to obtain the average payment fee as a compensation standard.On this basis,the ecological compensation mechanism of coastal protection forests in Fujian is studied,including compensation principles,compensation subject and object,compensation standards and compensation methods.Finally,suggestions for ecological compensation for coastal protection forests in Fujian are put forward.This study provides a reference for ecological compensation and protection forest construction in Fujian coastal shelter forest,which has certain theoretical and practical significance.The following conclusions were reached through research:(1)Ihe input cost of casuarina protection forest is 824.23 yuan·hm~2·a.The market economic value of the Casuarina protective forest is 19.4207 million yuan·a,and the market economic value of the average area of the Casuarina forest is1,175.51 yuan·hm~2·a.The total value of the ecological service function of the Casuarina Shelterbelt is 2588.3806 million yuan·a,and the value of the ecological service function per unit area is 80000yuan·hm~2·a.Respondents’average willingness to pay was 41.01 yuan a person.The total compensation for the ecological compensation of the Casuarina shelter forest was 907 million yuan·a,and the compensation standard for the Casuarina shelter forest was 464.40 yuan per hectare.Therefore,the compensation standard based on forestry cost is 824.23 yuan·hm~2·a,the market value compensation standard is 1117.51 yuan·hm~2·a,the ecological service function value compensation value is 80000 yuan·hm~2·a,and the willingness to pay compensation The value is 464.40 yuan·hm~2·a.These results are an important basis for establishing ecological compensation for Casuarina equisetifolia.(2)It can be known from calculation that the total value of the ecological service function of the coastal protection forest in Fujian is 2588.3806 million yuan.The market value of Casuarina shelter forest is 19.421 million yuan;the value of each ecological service function is 225.0191 million yuan for carbon fixation and oxygen release,26.8116 million yuan for purification of the atmospheric environment,1321.68million yuan for forest protection,and 329.4758million yuan for conservation soil,the value of conservation water source is 681.6709 million yuan,the accumulated value of nutrients is 3.183 million yuan and the value of ecological diversity protection function is 539,700 yuan.It can be seen that the ecological service function value of the Casuarina protective forest is huge,and the ecological service function value of the forest protection ranks first.(3)The four bases for the ecological compensation of the Casuarina protective forest are the cost of the Casuarina equisetifolia forest,the market value of the forest,the value of the ecological function,and the willingness of the public to pay.The government and relevant departments have combined the economic development level and the living standard of the people in the coastal area of Fujian based on this This study proposes a reasonable and scientific compensation fee,which divides the compensation into three stages,namely the primary stage of the ecological compensation standard of the Casuarina protective forest,that is,the forestry cost compensation standard of 824.23yuan·hm~2,and the intermediate stage of the ecological compensation standard of the Casuarina protective forest.That is,the market value compensation standard of 1175.51 yuan·hm~2,the advanced stage of the ecological compensation standard of the Casuarina protective forest,that is,a reasonable and effective compensation standard is formulated by combining the ecological service function value of the Casuarina protective forest with the public’s willingness to pay.Finally,a long-term and effective ecological compensation mechanism for the Casuarina shelter forest was formed on the basis of 3 stages.(4)The construction of the basic framework of ecological compensation for the coastal coastal Casuarina equisetifolia forest in Fujian is explained from five aspects:the guiding ideology and principles of ecological compensation,the subjects,targets,compensation standards and compensation methods of ecological compensation.The compensation principles include the beneficiary compensation principle,the protector being compensated principle,adherence to government-led,market participation principle,openness,transparency principle,and the principle of adapting to local conditions.The subjects and targets of compensation include the government,individuals,enterprises,and people in state-owned forest construction,that is,full-time forest guards,technicians,and managers.(5)Put forward suggestions for the ecological compensation mechanism of the coastal Casuarina equisetifolia forest in Fujian.The first is to improve the content of the ecological compensation of the shelterbelt forest,including the legal system,the ecological function research of the Casuarina equiseta forest and the compensation system.The second is to improve the sources of ecological compensation for shelter forests,including government budgets,social funds,and carbon sink transactions.The third is to improve the public participation mechanism,actively guide the public to participate in ecological compensation work,and establish a media and public supervision system.These suggestions are an important basis for ensuring the smooth operation of the ecological compensation mechanism for the coastal protection forests in Fujian. |
