Study On Current Situation And Optimization Strategy Of Health Supervision And Inspection System

[Purpose] The purpose of this study is to study the theoretical basis and implementation status of the construction of health supervision and inspection.Analyze the problems of the health supervision and inspection system,and draw on suggestions from other relevant departments to improve the health supervision and inspection system.[Methods] Through the literature research method to sort out the theory of supervision and inspection and related research results on the design of health supervision and inspection system at home and abroad,establish the theoretical basis and analysis framework for the design and analysis of health supervision and inspection system.The text analysis method is used to summarize and organize the supervision and inspection system of health and other departments.Therefore,policing supervision and environmental supervision and inspection with better system design are selected as comparative research objects.Taking Hubei as a case,analyze the implementation status of the health supervision and inspection system.Compare the design and operation status of the inspection system of the three departments,and find the problems and obstacles in the design of the health supervision and inspection systems.Organized 10 health supervision practice experts and administrative law enforcement supervision system design experts to conduct analysis and consultation on analysis results and proposed system optimization strategies.[Results](1)The health supervision and inspection system should be based on the theory of administration by law,power constraints,and system coordination.So that it can play the role of self-correction and repair,strengthen internal constraints,and promote administration of health supervision by law.The research on health supervision and inspection system should focus on five dimensions: legal basis,organization and staffing,inspection content,inspection method,result processing and application.(2)Literature research and text analysis show that the development of the health supervision and inspection system varies from place to place.On the whole,the number of inspectors is generally small,and full-time inspectors fail to achieve full coverage.The inspcet content,methods shall be selected or formulated by each unit based on the actual situation.The results of the inspection are mainly used for rewards and punishments of institutions and individuals in terms of spirit and material.From a hierarchical point of view,the health supervision agencies at the provincial and municipal levels in various regions generally have specialized departments to be responsible for the supervision and inspection work.But the specific functions of the specialized departments are different.There are many county-level health supervision agencies that do not have specializedt departments.(3)Empirical research using Hubei as a case shows that there is little difference in the establishment of departments,staffing,inspection methods,contents of inspection,and use of results at the municipal and county levels in Hubei;but there are large differences in the construction of supporting systems.The health supervision agencies at the city and county levels in Hubei Province basically have specialized departments.The number of inspectors is not large,the proportion of full-time personnel is relatively low,and the inspectors’ educational background and professional structure are not reasonable.The coverage rate of daily inspection methods,random sampling methods and on-site inspection methods is 100%.The contents of the inspection include the handling of administrative licenses and penalties,law enforcement documents,dress code,complaints and reports.The inspection results are mainly used for personal spiritual rewards and punishments.The construction of supporting systems for municipal institutions is relatively complete.From 2015 to 2017,the work of the health inspection and supervision at the city and county levels have been relatively stable.In 2017,the same type of inspection conducted by organizations at the same level differed greatly.(4)The results of the comparison of the inspection system of three departments,suggest that the current health supervision and inspection system has certain deficiencies,which are manifested in: the level of legal basis needs to be improved,the legal system still needs to be improved,the standardization of department settings needs to be strengthened,the access conditions of the inspectors are too vague,the inspection methods need to be innovated urgently,and the authority of the results is insufficient.(5)The health supervision and inspection system needs to be optimized in many aspects,and the study proposes the following suggestions for improvement: To optimize the system design and improve the legal system,the current "Health Supervision and Inspection Work Norms" should be revised and upgraded to departmental regulations.The operation guarantee mechanism needs to be improved by implementing fund guarantee,establishing an inspection information exchange system,and perfecting the supporting work system.The position of the inspection function can be clarified by strengthening the leadership’s attention,improving the status of the inspection department,and setting up a full-time department.Promoting the professionalization of the personnel team should start with increasing the number of personnel,appointing full-time inspectors,getting good entry clearance,optimizing the personnel structure and training system.Improving the effectiveness of inspections depends on the means of enriching inspection forms and transforming inspection results.[Conclusions] The health inspection and supervision system is of great significance to standardize the law enforcement of health administration and ensure the legality and fairness of health supervision.However,many problems still exist in this system,which hinders its effective functioning.The smooth development of this system needs to be supported by a more complete legal system and a higher level of legal basis.By improving the operation guarantee mechanism,clarifying the positioning of the inspection function,promoting the professionalization of the personnel team,and improving the effectiveness of the inspection,the dilemma faced by the health supervision and inspection system wii be changed.Therefore,its role in the health and wellness field is exerted to a greater extent.
