Research On The Application Of Public Hospital Operation Management

With the deepening and accelerating of health-care reform in China,public hospitals,as the main part to offer medical services,have always been essential and problematic in the reform process.In 2017,China issued the "Guiding Opinions on the Comprehensive Reform of Urban Public Hospitals" and the "Guiding Opinions on Establishing a Modern Hospital Management System",in which further clarified the focus of public hospital reform is to establish the modern hospital management system in 13 aspects,including public hospital governance,decision-making,management,cultural construction and so on.Making sure that all hospitals have scientific management,comprehensive governance,efficient operation and strong supervision and the ultimate goal is to promote the standardization,refinement and scientific management of hospitals at all levels,which is consistent with the goal of strengthening operational management.Therefore,improving and strengthening the modes and measures of public hospital management will surely be the key point for the reform of public hospitals in the future.Concerning the overall situation of Chinese hospital operation management,there still exists great potentials for making further progress.Major public hospitals take responsibility for both public welfare and social benefits.Because of the features of public welfare,high technical threshold,high-level talent pooling,and large capital investment and so on,public hospitals are distinguished from enterprises even some commonalities exist,with more complexity and challenges.This study aims to explore how to establish a public hospital management mode more in line with the socialism with Chinese characteristics in the medical reform process,through the literature review and case study on current situation analysis of hospital H’s management.Firstly,the author paraphrases the collected literature on the operation and management of public hospitals,summarizes the concept,purpose and characteristics of public hospital operation management,and establishes the theoretical basis of this research.Secondly,the author analyzes the status quo of domestic public hospitals as a realistic foundation for further research.Then,based on the study of hospital H operation management,combining with China’s medical and health situation,the author proposes the innovative hospital operation management model,including in-depth analysis of resource assessment and configuration management,medical staff function distribution,cost control management and other aspects in response to the problems in the operation and management of most public hospitals.Finally,the author looks forward to providing a certain reference for the construction and improvement of the operation mode of domestic public hospitals.The significance of hospital operation management is to effectively integrate and utilize the hospital resources to provide high-quality and efficient medical services,to obtain the most advanced medical technology and more benefits,to ensure the healthy and sustainable development of hospitals,to better fulfill medical-centered health care,pedagogy,scientific research,prevention and other tasks,to improve medical quality and patient satisfaction.To meet the demand for health care is a direct reflection of the hospital’s medium and long-term strategy,and the only way to achieve "healthy China."...
