The Research Of PPP Model In Non-profit County Hospital

In recent years,many places have appeared many problems like that seeing a doctor is very expensive and difficult,and the medical systems are not universal.The state requires that the medical treatment level of non-profit county hospitals needs to strengthen and improve the medical conditions,we should achieve the goals that seeing a doctor and treating serious diseases in the county.Most non-profit county hospitals have outdated equipment,bad medical environments and bad financial situations,especially ninety percent of non-profit county hospitals in China are operating on liabilities.So the government hopes to bring the social capitals to improve these conditions.This paper firstly combined a large number of documents related to PPP model and the reform of non-profit county hospitals,make a thorough analysis.Then analyze the development of PPP model in non-profit county hospitals,summarize the current situation,and finds that the early stage operation of the project is not standardized,the project operation is not scientific,the return mechanism is not perfect,legal system is not sound and so on.On the basis of PPP theory and research on PPP development in non-profit county hospitals using the PEST-SWOT model to make analysis,and find out which factors affect and then propose many suggestions.Social capital should strength financing abilities,build professional teams and so on,non-profit county hospitals should implement diversified reward system and enhance their attractiveness,only in this way can we better develop the PPP model in county-level public hospitals.Using concrete examples of non-profit county hospitals to analyze the operation process and operation status of the project,it’s concluded that the project management model,organizational structure,project return mechanism and other aspects can be used for reference.It provides many experiences for the PPP model in non-profit county hospitals.The end combining theory with practice,further suggestions are put forward like that design and select the project plan wonderful,improve project operation and support project adequately.It will promote development.Through the research found in this paper,we found that social capital is very important in PPP model of non-profit county hospitals.It can reduce the financial burden,improve the quality of public services,and improve the health care system.Each region should choose the PPP model according to the situation of location.To improve this model,we should spent so much time to design and select the project plan,improve the operations,and provide legal support.Using the strengths of PPP model to create better medical conditions for the people,it can improve the living conditions,and enhance their happiness.
