In recent years,the fairness of China’s medical services has continued to decline,and the macro-efficiency of health inputs is still low.The health service supply model,which is dominated by public medical institutions,has been unable to meet the growing demand for medical services.The report of the Nineteenth National Congress of the Communist Party of China clearly pointed out that it is necessary to deepen the reform of the medical and health system and support society to run doctors.This provides a better policy environment for social capital to run medical services.The entry of "social capital" into the medical market is conducive to deepening the reform of the healthcare system and the formation of a diversified medical system;on the other hand,social capital enters the medical market,and its for-profit capital has developed slowly in the field of comprehensive medical services and social capital Problems such as the rapid development of medical practice in specialty areas are prominent.In order to promote the development of social capital for medical treatment in city C,this article attempts to analyze the existing problems of social capital for medical treatment in city C.Combined with the theory of public service marketization and governance theory,the development plan of social capital for medical treatment,social capital for medical institutions themselves,and government market supervision And other countermeasures.The main body of this article is divided into five parts.The first part is the introduction,which introduces the research background and significance,the current status of research at home and abroad,research ideas and research methods.The second part introduces the connotation of social capital,medical treatment of social capital,marketization of public services and governance theory.The third part is the policy and problems of social capital for medical treatment.By sorting out the social capital related policies of the country and C,and combining the data of the health statistics bulletin,it is found that the number of social capital medical treatment in C city is increasing,the scale is still small,and the specialty features Not obvious,insufficient human resources,especially the current imbalance in medical care.The fourth part analyzes the existing problems and reasons of social capital medical treatment in C from the aspects of social capital medical treatment policy and social capital medical treatment organization itself.The analysis found that the following main problems existed inCity C’s social capital policy: institutional and management constraints,unsatisfactory policy implementation,and inadequate regulatory system.C City’s social capital medical institutions have problems of chaotic management,insufficient human resources and medical disorder.The study found that the main reasons that hindered the development of social capital for medical treatment in C City were the lack of top-level design of the system,insufficient systemicity and synergy between policies,"no distinction between management and management",and multiple leaders in supervision.The establishment of social capital medical institutions lacks long-term planning,and there are barriers to the flow of talents.The fifth part proposes to increase policy support,guide social capital to develop high-level and large-scale medical institutions,and implement a multi-point practice policy for physicians.Social capital medical institutions should formulate strategic development plans to build government,market,social,and mass synergy Participating in the social capital management of multiple governance mechanisms,innovating the social capital management of medical supervision model.
