Study On The Problems And Countermeasures Of Serious Disease Insurance System For Urban And Rural Residents In Wenzhou

On January 1,2015,Zhejiang Province formally launched the critical illness medical insurance system to cover all people,and implemented the standards uniformly across the province,with the goal of achieving city-level overall planning as the initial goal.In accordance with the spirit of the "Notice of the Zhejiang Provincial Department of Human Resources and Social Security on the inclusion of Gleevec and other 15 drugs in the scope of critical illness insurance payment",the Wenzhou Municipal People’s Government Office issued by Wenzhou City The Implementation Opinions on Further Improving Wenzhou’s Critical Illness Insurance System and the "Operational Procedures for the Management of Critical Illness Insurance Drugs in Wenzhou City(for Trial Implementation)" clearly stated that 60%of special drugs included in the Zhejiang Province’s Critical Illness Insurance and Medical Insurance Catalogue will be reimbursed,which will solve the problem of urban and rural residents in Wenzhou,such as "poverty caused by illness,and return to poverty due to illness",has played an important role,reducing the heavy financial burden of urban and rural families suffering from severe illness.In recent years,the operation of the critical illness insurance system for urban and rural residents in Wenzhou City has been generally stable and has basically reached the expected goal of trial operation.However,due to domestic and foreign economic downward pressure,the implementation process also faces difficulties.This article uses literature research method,case analysis method,case interview method and other research methods,combined with practical work experience,respectively,from the perspectives of the supply and demand sides,to study the problems,causes and causes of the critical illness insurance system for urban and rural residents in Wenzhou City.The countermeasures seek to provide a reference for the construction of the current serious illness insurance system for urban and rural residents.The article consists of six parts: The first part is the introduction,explaining the research background,the significance of the research,the current situation of domestic and foreign research,the research content and methods,the research innovation and the existing shortcomings.The second part summarizes the related concepts of serious illness,commercial insurance,serious illness insurance for urban and rural residents,public-private cooperation,and the theoretical basis at home and abroad.The third part narrates the general situation of Wenzhou City and introduces the development history of Wenzhou’s urban and rural residents’ serious illness insurance system.After analyzing the ways in which commercial insurance participates in Wenzhou’s urban and rural residents’ serious illness insurance,the current situation of Wenzhou’s urban and rural residents’ serious illness insurance system is basically described in detail.The fourth part elaborates the current problems of the serious illness insurance system for urban and rural residents in Wenzhou City,and conducts a comprehensive analysis.The fifth part is based on the fourth part,through combing and analyzing the causes,it is believed that the main reasons are the shortcomings of the public-private cooperation mechanism in the current critical illness insurance system,the low level of overall planning,the single funding channel,and the weak fund audit and supervision capabilities.The critical illness insurance information sharing system needs to be improved.The sixth part is to address the above reasons and put forward suggestions for improving countermeasures,pointing out that it is necessary to improve the public-private cooperation mechanism by giving full play to the role of commercial insurance participation;improve the financing mechanism to improve the level of serious illness protection;establish a serious illness insurance information sharing system to unblock the information exchange mechanism for urban and rural areas Resident critical illness insurance system provides further protection and support to achieve the ultimate goal of sustainable development.The last part is the epilogue,which summarizes the full text.
