Research On The Application Of PPP Mode In Health Service In Shanxi Province

Since New health care reform,the main contradiction in the reform of China’s medical and health system reform is still the supply of medical services.Accordingly,the government actively encourages social capital to participate in the supply of medical service system.Since the 19 th National Congress of the Communist Party of China,especially,the government departments of Shanxi Province have attached great importance to the role of PPP mode in the reform of medical service supply side and has achieved excellent results.However,there are still a few problems which restrict the application and development of PPP mode in Shanxi Province medical service.The research on the PPP mode of medical service in Shanxi Province aims to meet the people’s ever-growing demand for public services and infrastructure,improve the government’s supervision and guidance of PPP mode of medical service,promote the unity of fairness and efficiency in the allocation of medical service,solve the problem of contract integrity between government and social capital and put forward innovative and feasible suggestions for the application and development of medical service PPP mode in Shanxi Province.This paper uses the methods of literature research,comparative analysis and the combination of qualitative and quantitative methods to analyze the problems which caused from the application of medical service PPP mode in Shanxi Province,such as the lag of management mode,the lack of obvious improvement of medical service quality,the lack of social capital credit and the contradiction of new doctor-patient relationship.Based on the above problems and the current situation of insufficient management of Shanxi provincial government in the application of PPP mode in the medical service industry,through the auxiliary role of qualitative and quantitative analysis,this paper makes an in-depth discussion on the problems existing in the application of medical service PPP mode and proposes to optimize the government’s management system of medical service PPP mode,strengthen the top-level design of the PPP mode of medical services,enhance the scientificity and rationality of the PPP model applied in the field of medical services,improve the operation mechanism of the PPP model for medical services and establish and improve the relevant supporting management mechanism.To make full use of the resources of social capital,explore the medical service industry chain actively,grasp the trend of medical service industry,tap the new prospects of the industry,make full use of the Internet platform,promote the modernization and humanization development of medical services and create a replicable and extendable PPP model application template.
