Research On The Sustainable Development Of Basic Medical Insurance Fund For Employees Of The Fifth Division Of Xinjiang Production And Construction Corps

As the Xinjiang Production and Construction Corps continues to deepen its reform,more and more residents put forward new requirements for the medical level.At this stage,by studying the sustainable development of the employees’ basic medical insurance fund will help to guarantee the high-quality operation of the fund.So as to better meet the diversified medical needs of insured persons.The fund of the Fifth Division is running well on the whole.However,the fund of the Fifth Division is not only facing the intensification of the population ageing,but also facing the surge in medical services.The payment pressure is emerging,bringing serious challenges to the balance of the fund of the Fifth Division.Which means that if there is no timely discovery of the reasons affecting the balance of the fund,the phenomenon of “Income exceeding expenditure” will become more serious.It is inevitable that the medical insurance fund of the Xinjiang Production and Construction Corps will be affected.There are six main parts in this research.The first chapter illustrated why to research this topic,which academic results have been referenced and how to research this topic.Next chapter expounds the definition and theoretical basis involved in the research,emphasizing the definition of the basic medical insurance fund for employees.In the third chapter,the development history,policies and local characteristics of the basic medical insurance of the Fifth Division were sorted out and explained in detail.Besides,analyzes the income and expenditure of the Fifth Division employees’ basic medical insurance fund and the overall operation of the fund objectively.The fund is relatively safe in the short term,but with the emergence of various problems,it will face risks.In the fourth chapter,the author independently constructs five fund models based on the internal logic of the operation of the fund.Using these models to predict the sustainable development trend of the fund,and concludes that under the current policy,the fund will be exhausted in 2027,which is not sustainable development.Then it simulated and analyzed from four aspects: raising the rate of contribution,postponing retirement,increasing the proportion of overall planning account transfer,and strictly controlling the growth of medical expenses.The results show that they have different effects on the sustainable development of the basic medical insurance fund for employees of the Fifth Division.The fifth chapter based on the prediction results,provides more abundant and scientific countermeasures and proposals from different perspectives.Which drives the fund of the Fifth Division to maintain the status of sustainable development.The last part is the summary of the research results,it includes the deficiency of the research.The sustainable development of the basic medical insurance fund for employees is affected by many factors.Under the current policy,this study chooses several main factors to construct a prediction model,such as the age of employees’ participation in insurance,the payment base,the proportion of accounts transferred,and so on.The innovation is that using the sustainable development theory to forecast the development trend of the fund,and analyze the sustainable development of the medical insurance from a broader theoretical perspective.
