Evaluation And Influencing Factors Of Resource Utilization Efficiency In Traditional Chinese Medicine Hospitals

[Objective] Traditional Chinese medicine hospital is a part of China’s medical system and an important supporting force of medical services,which provides guarantee for people’s health and safety.In recent years,the state has successively promulgated a number of policies and proposed to strengthen the performance appraisal of public hospitals.Hospital efficiency evaluation is an important dimension of hospital performance appraisal.In order to improve the resource utilization efficiency of traditional Chinese medicine hospitals,implement the national assessment work and promote the improvement of the service capacity of traditional Chinese medicine hospitals,it is necessary to study the utilization of medical resources in traditional Chinese medicine hospitals.This study will help to judge the current development trend of traditional Chinese medicine hospitals,understand the efficiency differences among hospitals at different levels,and improve the performance evaluation of public traditional Chinese medicine hospitals;It is conducive to explore ways to improve the resource efficiency of traditional Chinese medicine hospitals,further enhance the competitiveness of traditional Chinese medicine hospitals in medical institutions,and consolidate the development status of traditional Chinese medicine hospitals in the field of medicine and health.[Results]（1）during the 13 th Five Year Plan period,the medical resources of traditional Chinese medicine hospitals in Hubei Province increased year by year,with a stable growth trend.The hospital service volume increased year by year from 2016 to 2019,and decreased significantly in 2020 compared with 2019.（2）In terms of the utilization of medical resources in traditional Chinese medicine hospitals,37.6% of hospitals have achieved full and effective utilization,and the tertiary hospitals are more fully utilized than the secondary hospitals on the whole.（3）From the actual beds in the hospital,when there are more than 100 beds,the larger the number of beds,the higher the relative utilization efficiency of resources.（4）In terms of output slack,among the hospitals that fail to achieve relatively effective output,the number of hospitals with insufficient output of TCM prescription indicators accounts for the largest proportion.TCM hospitals need to increase the proportion of TCM and give full play to the advantages of TCM hospitals;In terms of input slack,the number of equipment above 10000 yuan accounts for the largest proportion of non effective units,and there is redundancy in the equipment of traditional Chinese medicine hospitals.（5）From the vertical analysis of efficiency,total factor productivity has a downward trend,which is mainly related to the change of technological progress;The number of hospitals with changes in technological progress and technical efficiency greater than 1 only accounts for about 5%.（6）In terms of influencing factors,among the internal influencing factors,medical income,the number of total diagnosis and treatment personnel and the total number of TCM medical and nursing technologies have a significant positive impact on the utilization efficiency of hospital resources.At the end of the year,housing construction area,the number of equipment above 10000 yuan,medical business cost and average medical expenses per diagnosis and treatment person time have a significant negative impact on the utilization efficiency of hospital resources;External factors have a significant positive impact on the utilization efficiency of hospital resources.[Conclusion] the study suggests that measures should be taken at the national level,hospital level and public level to improve the resource utilization efficiency of traditional Chinese medicine hospitals.The state should take measures to increase financial support,reasonably allocate the amount of health resources,and improve the medical insurance policy of traditional Chinese medicine;Hospitals should optimize the management system,improve medical quality and pay attention to internal and external development.We should strengthen the use of sophisticated equipment,improve the patient medical treatment system and improve patient satisfaction.We should actively cooperate with the people in the implementation of the state’s graded medical treatment policies and promote the improvement of medical technology at the grass-roots level.
