| In recent years,with the increasing health needs of Chinese residents,more and more people are willing to get health protection through good health services.Due to advanced medical technology,the phenomenon that the resources of primary medical institutions in many remote areas are not fully utilized is in sharp contrast,and there are many patients in higher hospitals.Therefore,the country has put forward a people-oriented grading diagnosis and treatment mode,and its system can be summarized as the first diagnosis at the grass-roots level,two-way recommendation,quick segmentation and treatment,and top-down connection.It is expected that the treatment services for common diseases,multiple diseases and chronic diseases that are prone to occur will be gradually extended to primary medical and health care service management institutions.Xingtai took the initiative to apply to become a "national pilot city for graded diagnosis and treatment" in 2016.As the first batch of pilot cities in Hebei Province,Xingtai took the lead in promoting graded diagnosis and treatment in the whole country,and actively explored all aspects such as building a new pattern of medical treatment and building a characteristic graded diagnosis and treatment service system.Although Xingtai’s policy on graded diagnosis and treatment has been issued,its actual implementation effect needs further analysis,and some corresponding problems and countermeasures need further combing.In order to explore the effect of graded diagnosis and treatment policy,this paper mainly uses literature research,questionnaire survey and interview,taking Xingtai City as the main research object,and analyzes the specific implementation effect of graded diagnosis and treatment policy by investigating the satisfaction of relevant personnel.So as to further clarify the main functions and obligations of health care departments and social security organizations at all levels,give full play to their leading position,and then improve the service level and efficiency of medical and health service institutions in operation.The main aspects include: through the investigation and interview of the public,medical workers and relevant staff of government departments,this paper analyzes some problems existing in various links such as policies,resources,incentives,satisfaction of demanders and evaluation of suppliers in the establishment of graded diagnosis and treatment system in Xingtai City,and with the help of the relevant advantages and experiences of some regions with good experience in implementing graded diagnosis and treatment at home and abroad,finally from platform construction,policy integration,medical association construction,personnel training and sound assessment and supervision. |
