Study On The Problems And Countermeasures In The Implementation Of Family Doctor Signing Policy In Changchun

With the rapid development of social economy,great changes have taken place in all fields of society.People’s living habits and consumption preferences have also been adjusted,which leads to the spread of geriatric diseases and chronic diseases.This makes people have new expectations for the number and quality of health service institutions.Therefore,how to provide timely,effective and economic services for relevant personnel Continuous health service has become an important problem to be solved urgently by the medical and health sector and the government,and the establishment of family doctor contract service model plays an important role in improving the health level of residents and the fairness of health service.Since 2009,the government of China has proposed to implement the family doctor policy nationwide,and issued a series of policy documents for this purpose.The purpose of the policy is to meet the growing demand of the people for medical and health services,and to solve the current unreasonable situation of medical and health services in China.The family doctor policy is mainly to provide timely,continuous and personalized contracted health care services for the people,give full play to the functions of general practitioners,provide better services for the residents,and become the health gatekeeper of the residents with the help of the grass-roots medical and health institutions platform.According to international experience,family doctors can play a significant role in disease prevention,rehabilitation and health care,saving medical resources,etc.Although the implementation value of the policy in this area is relatively high,there are various problems in the process of implementing the policy due to various factors.Based on the relevant theory and policy documents,this paper selects Changchun as the research object,analyzes the current situation,existing problems and reasons of the implementation of family doctor signing policy in Changchun,and then puts forward specific solutions.Through the research of this paper,it is found that in the process of carrying out the policy,there are some problems,such as the lack of family doctors’ resources,the conflict of interests between the subjects,the lack of initiative of family doctors in their work,and the low degree of social recognition of the policy.The reasons for the above problems are as follows: first,the objectives and contents of the policy are not clear;second,the implementation of the policy lacks a strong supervision mechanism;third,the interest coordination mechanism between the main bodies is not perfect;fourth,the incentive mechanism of family doctors is not perfect.According to relevant research,the above problems should be solved from the following aspects: first,efforts should be made to strengthen the construction of family doctors’ team and increase the financial support for the signing policy of family doctors;second,improve the relevant system of the policy to promote the effective implementation of the policy,such as performance evaluation system,accountability and supervision mechanism;third,broaden the channels of interest expression and realize the benefits Effective distribution of benefits,for example,hospitals and grass-roots medical and health institutions can achieve common development through division of labor and cooperation;fourth,improve the incentive mechanism of family doctors,enhance their social status,improve their income,and mobilize their enthusiasm and initiative in work;fifth,increase the publicity of family doctors’ signing policy,and improve the social awareness of the policy Degree.
