| "Difficult to see a doctor" and "expensive to see a doctor" have become major practical problems affecting social harmony and stability in China.The market-oriented reform of medical services since 1980 s has improved the operation efficiency of public hospitals,but it has gradually strengthened the profit-seeking nature of public hospitals and weakened the public welfare,resulting in the problem of "difficult and expensive to see a doctor",which has seriously restricted the healthy development of society.Therefore,it is of great theoretical significance and urgent reality to study the path of public welfare reform in public hospitals.Based on this point,we choose the public welfare reform of public hospitals as our research content.At the same time,through the dissection of Laiwu City,Shandong Province,we can deeply and carefully understand the relevant issues.On the basis of collecting and analyzing the relevant data of public hospital reform in China,Shandong Province and Laiwu City,this paper systematically analyzed the course,current situation and problems of public hospital public welfare reform in China by using the theory of public goods and public interest regulation,and by means of questionnaire survey and on-the-spot interview.Firstly,it summarizes the theory and clarifies the connotation of the related concepts of public welfare reform in public hospitals in China.Then it is an empirical study.Through the specific analysis and satisfaction survey of the public hospital reform in Laiwu,it points out that although the reform in Laiwu has achieved some results,there are still some problems in the aspects of financial investment,management system reform and supervision system.It also points out that the imperfect financial compensation mechanism,unclear government positioning,and unsmooth management mechanism are the main reasons for these problems.Next,the TOPSIS model is used to evaluate the public welfare indicators of the four public hospitals in Laiwu City,and then the reasons for the different public welfare of the four hospitals are analyzed.It is concluded that factors such as financial investment and management system will have an impact on the public welfare of the public hospitals.Through theoretical discussion and specific analysis of Laiwu City,this paper summarizes the path of public welfare reform in public hospitals: under the guidance of reform objectives and principles,through reforming and perfecting the financial compensation and pricing mechanism of medical services,the management system of public hospitals,supervision mechanism and other related fields,we can solve the related problems needed by public hospitals in the process of returning to public welfare,and ultimately achieve the goal of reform and solve the problems of "difficult" and "expensive" to see a doctor.In this paper,qualitative and quantitative methods are used in the research method,which is not only limited to the simple theoretical description,but also the corresponding mathematical model analysis.It is innovative to some extent. |
