Study On The Effect Of Long-term Care Insurance On The Operation Efficiency Of Basic Medical Insurance For Urban Workers

With the rapid advancement of the aging process and the increase in the number of disabled elderly,the demand for long-term care in our country has increased significantly.The pilot of long-term care insurance system has been launched in Qingdao and other places in order to meet the needs of nursing or service support for the basic needs of long-term disabled people.Judging from the actual situation of the long-term care insurance system pilot program,long-term care insurance is closely related to urban workers’ basic medical insurance.According to the national and local long-term care insurance related policies,the two are highly correlated in terms of insurance coverage and financing channels,especially the financing of long-term care insurance is mainly based on the transfer of medical insurance fund balances.This kind of long-term insurance that relies on the basic medical insurance for urban workers may have an impact on the operational efficiency of urban workers’ basic medical insurance,and further restrict the independent construction and development of this insurance system.In view of this,the paper will conduct further research from this perspective.Based on the data of 31 provinces from 2010 to 2017,the paper followed the research framework of finding problems--sorting out literature--analyzing current situation--empirical research--policy recommendations,and applied DEA-malmquist productivity index method and systematic GMM method to study the impact of long-term care insurance on the operation efficiency of urban workers’ basic medical insurance.The results show that the operational efficiency of the basic medical insurance for urban workers in China is increasing steadily,and there are significant regional differences in the improvement of the operational efficiency.The technical progress index of the basic medical insurance for urban workers is the most obvious,which indicates that the level of the basic medical insurance for urban workers is constantly improving in terms of policy formulation,organizational ability and technical level.The operation of the long-term care insurance system has significantly improved the operation efficiency of the basic medical insurance for urban workers.The operation of the long-term care insurance system maymake it more difficult for the medical insurance department to manage the medical insurance fund,allocate medical and health resources,thus reducing the pure technical efficiency of the medical insurance for urban workers.The operation of the long-term care insurance system may also improve the scale and efficiency of the medical insurance for urban workers by optimizing the allocation of medical resources.Finally,on the basis of empirical results,this paper came up with several policy depend on the development status of China’s long-term care insurance system.Firstly,improving the handling mechanism of “social and business cooperation” of long-term care insurance,and establishing a sound evaluation and supervision mechanism;Secondly,broadening the financing channels of long-term care insurance,improving the level of financing;Thirdly,establishing and improving laws and regulations related to long-term care insurance to provide legal support for the implementation of long-term care insurance;Finally,the construction of nursing service system should be promoted to guarantee the nursing needs of the insured.
