Research On The Medical Insurance Of Chinese Overseas Labor

The development history of China dispatching workers abroad can be traced back to "Chinese Labors" in late Qing Dynasty and the first World War I.After the founding of the People’s Republic of China,the first batch of large-scale Chinese overseas labor group was boosted due to the bipolar world pattern and large-scale overseas assistance activities.With the implementation of the "Going Global"strategy and the proposal of the "Belt and Road" initiatives,the scale of China’s overseas workers is expanding.How to effectively protect the legitimate rights and interests of overseas dispatched workers,especially their physical health,has gradually become an important social issue that cannot be ignored and avoided.It is publicly known that the basic medical insurance system of overseas workers in China can not fully and effectively guarantee their physical health abroad.At present,China’s overseas workers are mainly distributed in different countries and regions with different levels of social and economic development.Some of them have basically established a set of relatively complete basic medical insurance and service system covering overseas labors,while the others have no relevant institutional arrangements.How to effectively deal with the impact of overseas medical insurance system towards the human health of Chinese overseas workers and protect their physical health,legitimate rights and interests have become critical matters that requires our government,society and enterprise managers to consider deeply and solve urgently.The in-depth study of overseas medical insurance system has great theoretical and practical implication for the physical health impact of Chinese overseas workers.This paper always focuses on the key issue of "How to protect the Physical Health of Chinese Overseas Workers".First of all,this paper reviews and summarizes the development of China’s overseas medical services and related medical security,and further combines with the in-depth research on the basic rights and interests of overseas workers and their related protection policies in the current medical insurance management system of typical developed countries in the world;Secondly,this paper points out some common practices and existing problems of enterprises based on NARI Group’s examples;Finally,by combing theories with practices,this paper gives some suggestions for improvement.This paper believes that the Government shall play the main and key role to improve and strengthen the basic position of legislative protection;it shall actively carry out international cooperation and strive to achieve mutual recognition of social security;it shall take reasonably advantages and make better use of China’s existing foreign aid system;the relevant authorities shall set up special funds and take actively measures to encourage social organizations and forces to participate in.In addition to purchasing basic business insurance for overseas workers,enterprises must also actively undertake social responsibilities.As an individual overseas worker,he shall also have a high sense of prevention and make self-protection in proper manner.
