| In this paper,medical insurance doctors are chosen as the research object.The main reason is that in the new round of medical and health system reform,hospitals are in the leading position in the medical and health service system,and doctors are in the core position because of their professionalism.In order to give full play to the strategic purchasing role of medical insurance and realize the grand goal of healthy China,how to stimulate the enthusiasm of medical insurance doctors and build a science A reasonable performance management system has become a very critical factor,which has important research value.First of all,this paper expounds the research background and significance of medical insurance doctors,and summarizes the relevant literature and research results.Under the background of universal medical insurance,medical insurance doctors come into being with the continuous development of medical insurance system.Although there are many articles about hospital performance management in China,few of them focus on medical insurance doctors from the perspective of medical insurance supervision,and there is still a lot of room for development.In the literature review part,the definition,process and tools of performance management,incentive theory and the management theory of medical insurance doctors are described.Secondly,taking S hospital as an example,this paper describes the current situation of performance management of medical insurance doctors,combs its performance assessment objectives,principles,assessment index system,etc.,and analyzes the existing problems and deficiencies through questionnaire summary.Taking S hospital as the research object,it is considered that it has typical representativeness.As a third class comprehensive hospital,there are 415 medical insurance doctors,and the research sample is more convincing.At present,S hospital has designed a set of doctor performance evaluation program.The main problems and deficiencies are the different degree of cognition and acceptance of medical insurance doctors,the lack of systematic and holistic performance management,the lack of comprehensive key points in the design of performance evaluation index system,the lack of information technology support,and the lack of single incentive means for medical insurance doctors.Fundamentally speaking,the absence of the medical insurance department as the main payer and the lack of a doctor’s performance management system designed from the perspective of medical insurance supervision are important factors that cannot be ignored.This paper analyzes the causes from the perspectives of doctors’ cooperation,the lack of medical insurance,the urgent need to improve the information system,and the division of responsibilities of government departments.Finally,from the perspective of medical insurance supervision,we study and optimize the performance management system of medical insurance doctors.Through literature research,questionnaire survey,expert consultation,case analysis,AHP and other methods,aiming at the existing problems of S Hospital,this paper designs a performance management system for medical insurance doctors,selects 46 evaluation indicators for expert consultation,empowers the evaluation indicators with AHP,and puts forward suggestions for the implementation of performance management system,feedback interview and results application.At the same time,through the system guarantee,organization guarantee,personnel guarantee,financial guarantee,cultural guarantee,information guarantee and other measures,to ensure the smooth implementation of the performance management system,so as to improve the scientificity and practicability of the performance management system of medical insurance doctors. |
