Research On Evaluation And Suggestions Of Synergistic Effect Of Medical Alliance Based On The Synergy Model Of Composite System

In recent years,Chinese health services have achieved fruitful results.However,the problems such as uneven medical resources and the uneven development of medical institutions still exist.In order to solve these problems,China vigorously promoted the construction of medical alliance,aiming to vigorously promote mutual assistance and coordinated development of medical institutions.This article studies the synergistic effect of medical alliance,aiming to construct an evaluation index system of synergistic effect of medical alliance and a comprehensive evaluation model of synergistic effect of medical alliance,in order to understand and monitor the level of synergistic effect of medical alliance for a long time,and Put forward relevant suggestions to promote the coordinated development of medical alliance.Firstly,this study conducted a theoretical analysis of the medical alliance based on the synergy theory,stakeholder theory and system theory;secondly,it initially screened the medical alliance’s evaluation indicators of synergistic effect through preliminary literature and policy research,and practiced two rounds of expert consultation to revise,increase or decrease the index,and further improved the index system.Then,the weight coefficient of the constructed evaluation index is determined by the Optimum Order Method,and the final evaluation index system of medical alliance’s synergistic effect is constructed.Subsequently,synergy model of composite system and the constructed index system were used to further construct a comprehensive evaluation model of the synergistic effect of medical alliance and conduct empirical research.This article selects two medical alliances A and B,uses stratified sampling and random sampling to select 4(1+1+2)medical institutions from each medical alliance,and obtains its panel data from 2017 to 2019,using the synergy model of medical alliance studies and analyzes the synergistic effect of two medical alliances.Finally,the countermeasures and suggestions were put forward to promote the coordinated development of medical alliance.The results and countermeasures are as follows:(1)Constructed an evaluation index system for the synergistic effect of medical alliance.The indicator system consists of 3 first-level indicators,8 second-level indicators,and 30 third-level indicators.The specific indicators are as follows:first-level indicators:management collaboration,business collaboration,and financial collaboration;second-level indicators:resource sharing,information construction,Scientific research cooperation,first visit,two-way referral,hospitalization service benefit,medical service benefit,cost,income;then the weight coefficient of the constructed evaluation index is determined through the Optimum Order Method.Analysis of the weighting results found that experts pay more attentions to the synergistic effect of medical alliance on the level of coordinated development and progress at the grassroots level,as well as the degree of relief of the inpatient tension of the secondary hospital to the tertiary hospital.(2)Constructed a comprehensive evaluation model of synergistic effect of medical alliance by using the synergy model of composite system.And the synergistic effect of the two medical alliance A and B were studied.The study found that the two medical alliances are developing in a positive direction;the coordinated development of A medical alliance is better than that of B medical alliance;and the synergistic effect of B medical alliance grows relatively fast.(3)In order to improve the level of synergy of the medical alliances and promote the high-quality development of the medical alliance,specific countermeasures and suggestions are put forward:First,to improve the management system of the medical alliance,and promote collaboration among members:develop a two-way referral system according to local conditions to ensure The internal green channel of the medical alliance is unobstructed;the continuity of the assessment standards is established to ensure the accuracy and timeliness of the assessment data declaration;the salary of grassroots talents is increased,and the special personnel of the medical alliance are established;the forms of assistance of the medical alliance are enriched,Increase the coverage of the training of grassroots talents.Second,improve the level of business collaboration and jointly create high-quality services:enhance grassroots business capabilities and create grassroots specialty specialties;publicize the medical alliance collaboration mechanism to encourage patients to seek medical treatment at the grassroots level;unify the medical alliance’s internal information platform to realize tele-medicine.Third,rationally allocate special funds for the medical alliance to increase the common financial benefits:increase the special funds for the medical alliance,pay close attention to the construction of hardware facilities;coordinate the development of hospitals at all levels,and reject the blood-sucking effect of core hospitals.Fourth,refine the medical insurance payment system within the medical union,and policy support to promote common development.
