| Frequent occurance of public health emergencies has posed a serious threat to human health and social development. As professional institutions providing medical treatment, hospitals are the core organizations in the emergency management system of public health emergencies, serving through the discovery, diagnosis, isolation, treatment and other chains of public health emergencies. In recent years,Chinese hospitals have accumulated some experience in dealing with SARS,influenza A(H1N1)and other large-scale public health emergencies, but there is still a lack of intelligent means to control the process of hospital emergency response. The development of information technology provides a new way for hospitals to fight against epidemic situation. This study designed and implemented a hospital emergency management system for public health emergencies. For people with different needs of emergency response, this study developed the PC terminal for command personnel and the mobile terminal for medical personnel. The system includes multiple chains of public health emergencies response progress such as suspected patient information reporting, command center reception, emergency plan activation, emergency command issuance, and command execution feedback, realizing quick response of emergencies and dynamic supervision of the whole process. In the meantime, based on the multi-agent simulation evaluation method, the intelligent management and control ability of the system proposed in this study was evaluated.Through simulating the spread of infectious diseases in the hospital, the final infection scale of infectious diseases under different management and control measures was compared. The simulation results showed that the number of patients infected in the experimental group was 44.70% lower than that in the control group, and the infection control ability was significantly better than that in the control group(P < 0.01).This system is of great significance to improve the response speed of the hospital to deal with public health emergencies, optimize the allocation of medical resources, and enhance the overall emergency management ability of the hospital. |
