Public hospitals are the main government institutions that care about people’s livelihood and reflect national policies.They uphold the purpose of better serving the people,and are also the key units of internal control system reform of public institutions.For a long time,the internal control system construction,management system is not perfect,the management environment is relatively weak,resulting in the internal management policy of public hospitals can not meet the development of enterprises,financial fraud,waste of resources,medical disputes occur from time to time.Therefore,based on the on-the-spot investigation of the current internal control system policies of public hospitals,this paper puts forward some suggestions for improving the internal control system of Baotou DS hospital on the basis of the dual guidance of compliance and performance.For strengthening the internal control management of Baotou DS hospital,improving the legality and compliance of the hospital’s own construction and operation;It is of far-reaching significance to improve the application and implementation of performance management,improve the efficiency and service policy on the basis of serving the public.Combined with the theoretical basis,the internal control system of public hospitals is required to be constructed and improved with the dual guidance of compliance and performance,and based on the elements in the internal control norms of administrative institutions,this paper explains the relationship between elements and compliance management,performance management.Through combing and summarizing the current situation of the internal control system of the hospital,and using the fuzzy comprehensive evaluation method to design the evaluation index and calculate the index weight,and then using the questionnaire survey results after the evaluation of the construction and implementation of the internal control system by the relevant personnel in the hospital,this paper analyzes whether the current internal control system construction policy of the hospital is reasonable Whether the policy is effective or not.The problems such as the lack of understanding of internal control management,the imperfect construction of the overall level of internal control,and the formality of performance management were found out.After a deep analysis of these problems,it is found that the main reason lies in the insufficient understanding and construction of the dual oriented internal control system of performance and compliance.According to the analysis of the problems and causes,the goal is to build a good internal control system of the hospital from the two directions of compliance and performance.In the process of improvement,in order be more in line with the actual situation of the unit,and to ensure the completion in the existing resource environment,the improvement countermeasure of internal control system is to improve the existing system of the hospital.To improve compliance as the basis,improve performance as the goal,establish efficient and feasible management measures.It is hoped that through this improvement research,we can improve the construction of hospital internal control system from the perspective of guidance,reduce the waste of hospital resources,improve the utilization efficiency of resources,improve the performance of management mode,give better play to the service function of administrative institutions,and promote the innovation of public hospital management system.
