| Since the 21 st century,due to the aging of the population and the change of disease spectrum,the number of disabled and semi-disabled people in China has been increasing.Under this background,peopleās demand for long-term care services has been increasing.In order to address the growing demand for nursing services,the Ministry of Human Resources and Social Security issued the Guidance on the Pilot Program of Long-term Care Insurance System in 2016,and decided to carry out longterm care insurance pilot programs in 15 cities including Nantong and Shangrao.The implementation of this policy aims to provide more complete nursing services for disabled people,so as to improve their quality of life and maintain their dignity of life.Under the background that home nursing is gradually weakened and community nursing is difficult to carry out effectively,improving the quality of nursing service in nursing institutions has become the key to the smooth implementation of long-term care insurance.Practice shows that the smooth implementation of long-term care insurance,not only need to improve the level and quality of institutional nursing service,but also need to achieve the balance of nursing staff supply and demand.Based on the development status of long-term care insurance,this study discussed various factors leading to the imbalance between the supply and demand of nursing assistants in domestic conservation institutions.In this context,a number of maintenance institutions in Shangrao City,Jiangxi Province,one of the pilot areas of long-term protection insurance in China,were selected as the research object.The survey found that the current nursing institutions in the supply and demand of nursing staff allocation,there are a large gap of nursing staff,low professional quality,nursing level is not high and the lack of time security and other problems.On this basis,the causes of the above problems are analyzed.Practice shows that this is closely related to the lack of protection of nursing conditions in the nursing institutions,the poor professional quality of nursing staff and the lack of identity.Therefore,this study from five aspects to improve the balance between the supply and demand of nursing institutions countermeasure suggestions.First of all,to moderately reduce the nursing staff work pressure.Moderately reduce the nursing staff work intensity,strictly implement the nursing staff labor insurance system,as far as possible to reduce the mental pressure of nursing staff,etc.Secondly,to vigorously improve the nursing staff salary and welfare treatment.It is necessary to formulate the salary standard of nursing staff scientifically,establish the welfare guarantee mechanism of nursing staff and construct the incentive system of nursing staff.Third,efforts should be made to enhance the social status of nurses.We should increase the positive publicity of nursing staff,guide nursing staff to change their ideas,establish nursing staff self-governing organizations,improve the working environment of nursing staff and so on.Fourth,we should formulate the nursing assistant career development plan,bring the nursing assistant development plan into the legal management standard,and smooth the promotion channel of the nursing assistant.Finally,we should constantly strengthen the construction of professional nursing staff.It can be used as a reference to improve the imbalance between supply and demand of nursing staff in nursing institutions and promote the sustainable and healthy development of long-term care service and nursing market in China. |
