As the core content of China’s medical and health system reform,the construction of hierarchical diagnosis and treatment system aims to solve the problem of "difficult and expensive to see a doctor" caused by the uneven distribution of medical resources and disordered pattern of diagnosis and treatment,and hope to better meet the needs of the public for health on this basis,So that our limited medical resources can be effectively allocated and fully used.Therefore,since 2009,around the new health care reform,the Chinese government has constantly introduced policies and methods to implement the hierarchical diagnosis and treatment system in line with China’s national conditions.According to the characteristics of their own development,various regions have actively explored and explored the ways to promote the hierarchical diagnosis and treatment system,and achieved certain results.As the political,economic and cultural center of Changji Prefecture,the distribution of medical resources in Changji City is relatively concentrated,among which the loss of disease sources outside the county,the pressure of tertiary hospitals,and the low rate of primary medical institutions are increasingly prominent.In this practical context,Changji City,in accordance with the requirements of the higher authorities,actively responds to the call of the state and autonomous region,and carries out the implementation of hierarchical diagnosis and treatment system.Although the implementation of the grading diagnosis and treatment system in Changji City has formed a relatively complete prototype,there are still many problems in the implementation process that have not been clearly answered and effectively solved.In order to further understand and grasp the problems existing in the implementation process,this paper takes Changji City hierarchical diagnosis and treatment system as the research object.Firstly,it combs the literature of domestic and foreign hierarchical diagnosis and treatment system to learn the experience of system implementation;Secondly,it analyzes the background,implementation process and specific measures of the grading diagnosis and treatment system in Changji City,and summarizes its achievements;Then,through questionnaires,interviews and other methods,the effect of grading treatment system in Changji is investigated and analyzed;Then,through questionnaires,interviews and other ways to investigate and analyze the implementation effect of Changji City grading diagnosis and treatment system.Based on the investigation results,this paper analyzes the existing problems and causes of the implementation of the hierarchical diagnosis and treatment system in Changji City It is difficult for patients to change their medical habits.The reasons behind these problems are that the supporting mechanism of primary medical care is insufficient,the two-way referral mechanism is not perfect,and the medical insurance policy needs to be optimized;Finally,combined with the actual situation of health development in Changji City,this paper puts forward some countermeasures to optimize the implementation of the grading diagnosis and treatment system in Changji City,such as improving the service quality of primary medical institutions,perfecting the grading diagnosis and treatment guarantee mechanism,vigorously promoting the development of close medical community,and flexibly guiding residents to change their medical concept,so as to better meet the medical needs of residents in Changji City.
