The Study On Brazil’s Capacity In Global Health Governance Since Cardoso Administration

The outbreak of the new crown epidemic has highlighted the importance of orderly advancing the process of global health governance.The unbalanced development of the international political and economic structure and the pyramid state of the international power structure system inherently require a more efficient and stable global governance and cooperation system.Brazil is an important emerging power and has made outstanding contributions to the interests of developing countries in the process of global health governance.However,due to distance issues and language issues,domestic scholars rarely study Brazil’s participation in the process of global health governance.This paper focuses on Brazil’s participation and leadership in global health governance since the Cardoso administration,and studies Brazil’s global health governance capacity building from the perspectives of hard and soft capabilities.The process of participation in Brazil’s global health governance since the Cardoso administration can be roughly divided into three stages:the beginning of the Cardoso period,the great achievements of the Lula administration,and the lack of investment since the Rousseff administration.Although there are differences in the participation of different governments in global health governance,Brazil,driven by its core values and fundamental development interests,has made a relatively prominent contribution to the arena of global health governance.In the construction of the global health governance mechanism,Brazil is the initiator of the initiative established by the World Health Organization.After that,the Brazilian doctor Marcelo served as the chairman of the World Health Organization for 20 years,vigorously promoting the treatment measures for diseases such as malaria.In the regional health governance mechanism,Brazil pays attention to the leadership of health governance in Latin America and Portuguese-speaking African countries.Among the cooperation mechanisms at the subregional level,Brazil focuses on relations with developing countries.Among the specific global governance cooperation issues,Brazil has performed well in the Tobacco Control Framework Treaty,the Breast Milk Bank Project,and the global governance of AIDS;Brazil also pays special attention to the output of content in global health governance,organizing professional courses for masters and doctorates,and health diplomats.training courses,etc.Analyzing the capacity building of its participation in global health governance,from the perspective of hard capacity,Brazil’s inherent needs have laid the foundation for governments from all walks of life to ensure a high level of investment in global health governance even if there are political differences.Due to the limitation of Brazil’s current national strength,Brazil’s participation in global governance is focused,and the main path of participation is the form of multilateralism.Although there is a continuous demand for global governance in the overall diplomatic strategy,Brazil needs to strengthen the stability of its domestic political and economic development.Otherwise,it will not have a lasting ability to participate in the process of global health governance,and it will be difficult to ensure the effective supply of global public goods.Whether it is foreign medical assistance,research and development of medical drugs and equipment,and the operation of international health projects,financial support from the government is required.Stable economic development is a necessary prerequisite for supporting participation in global health governance.The most dominant aspect of hard power is the professional technology of the Brazil Cruz Foundation.The foundation not only provides great support for the unified public health system in China,but also has made remarkable achievements in the field of scientific research.At the same time,it supports the Ministry of Foreign Affairs and the Ministry of Health to play an important role in the international health governance platform.The "Breast Milk Bank" and the signing of the Framework Treaty on Tobacco Control are all inseparable from the professional technical support of the Foundation.From the perspective of soft capabilities,the first is the attractiveness of Brazil’s value concept of putting people’s right to life and health in an important position.Under the guidance of specific values,the Brazilian government has played an important leadership role in the signing process of the Doha Declaration.The process of global health governance has taken an important step forward.Secondly,the actors involved in global health governance in Brazil have close cooperation and strong policy consistency.Strengthening cooperation among actors has greatly ensured the professionalism and sustainability of policies,and established a good image in international
