A Practice Report On The Translation Of U.S.Territories Public Debt Outlook-2019 Update(Excerpts)

Five U.S.overseas territories--Puerto Rico,the Virgin Islands,American Samoa,the Northern Mariana Islands and Guam--borrow money through financial markets,as some American states do,and Puerto Rico in particular accumulated a great deal of debts.In September 2017,two hurricanes in a row severely affected the U.S.Virgin Islands and Puerto Rico,causing widespread damage and destruction to critical infrastructure,livelihoods and property,and putting additional financial pressure on an already strained economy.This report analyzes the causes of the debt in terms of the revenue sources of each autonomous state,economic growth and other aspects,as well as adjustment measures such as debt restructuring.This practice report is based on the translation of the source text from the main part of GAO’s Economic Development Panel in 2019,which is U.S.territories Public Debt Outlook-2019 Update.For Puerto Rico,the Virgin Islands,American Samoa,the Northern Mariana Islands and Guam,the present report updates trends in composition and drivers of public debt,trends of income,composition and financial position,and on the ability to service public debt.Through the translation of the debt problem and risk response of the overseas territories of the United States,it has practical guiding significance for China to guard against the risks brought by national debt.The source text is a financial and economic text.The features of such type of text are the frequent use of professional terms,attributive clauses,passive voice,main and subordinate compound sentences,and there are many clauses commonly nested and used in combination.The complexity of syntax and vocabulary brings great difficulties to the understanding and translation of the text.The translation practice report aims at the problems encountered in the translation process and illustrates how to use translation strategies to give flexible solutions.This practice report is divided into six chapters.The first chapter of the report is the introduction.The second chapter introduces the task source and task description.The third chapter introduces the pre-translation preparation,while-translation and post-translation proofreading.The fourth chapter explains the problems in the translation,such as the processing of terminology and the translation of compound sentences,by means of case analysis.In terms of vocabulary,we adopt the strategies of matching context,adding words and changing parts of speech.In the aspect of sentence,it adopts the translation techniques such-as the direct translation method,the split method,the preposition method and the recombination method.At the textual level,the author adopts the same style of source language and target language,conforms to the language structure and the textual layout,and enhances the readability of the translation.Chapter six summarizes the significance,value,limitations and problems of the practice report,and expounds the problems encountered in translation and the enlightenment gained.
