| In today’s highly technological world,human daily life is already closely related to technological development,and technological development continues to affect human life and the surrounding environment.However,with the development and application of technology,technological ecological risks are increasing day by day,showing the characteristics of uncertainty,complexity,concealment and serious consequences of risks.The negative consequences of technological development and application on the development of human society and ecological balance fully reflect the objectivity and seriousness of technological ecological risks.To avoid and reduce the harm of technological development to the ecological environment,it is necessary to study the causes and evolution of technological ecological risks.The ecological risks brought by technology application are divided into two categories:the conflict of positive and negative effects of technological ecology,mainly caused by the uncertainty and multiple possibilities of the technology development process;Induced by the technology out of control and technical decision-makers default,As well as population growth and accelerated industrialization.The development of technological ecological risk is through the three paths of risk superposition in each stage of the product life cycle,risk expansion in time and space,and risk transmission amplification of the ecological chain.The evolution of technological ecological risk follows the "quantitative change to qualitative change" rule.The accumulation of ecological risk in the quantitative change stage will eventually lead to ecological mutation.The prevention and control of technological ecological risks need to establish four dimensions.In the scientific dimension,through the integration of science and technology and the responsible research and innovation(RRI)system,it provides a scientific basis for green technology.In the technical dimension,prevention and control are carried out through the ecological selection of technology,ecological design and ecological use.In the ethical dimension,the prevention and control are carried out through four aspects:entrepreneurs’innovative ethical spirit,technical experts’ ethical standards,the public’s ethical quality,and the ethical assessment of technological ecological risks.In the social dimension,we must first carry out policy guidance to achieve technological development;secondly,we must strengthen the constraints of laws and regulations,and again we must pay attention to cultivating public participants’awareness of technological risks;and finally,we must strengthen public opinion supervision,so that we can prevent technological ecological risks in a timely manner and avoid ecological risks.Disaster happened. |
