Research On The Governance Of Yinxian By Chen Baolin (1929—1939)

County governance plays a special part in the framework of China’s modern national governance.It comprehensively reflects not only the operation and changes of the whole system and society,but also the interactions between the top level of the country and the local community,the central leadership and regional governance,the government and society Restricted to the effects of historical tradition,the "number one leader" plays a key role in the county governance.The level of concept and competence in "number one leader" social governing tend to directly determine the level of county governance.In order to investigate the special role of “number one leader” in the governance of Yinxian county,this paper takes Chen Baolin’s governance of Yinxian county(1929-1939)as an example to comprehensively investigate and assess the government commands,measures and effects of Chen Baolin’s ten-year governance of Yinxian county.Research shows that in the process of governance of Yinxian county,in addition to implement necessary measures in response to the national requirements,the governing measures in the field of municipal construction,education and culture fully embody the Chen Baolin’s personal idea and pragmatic spirit in society governance.Not pursuing political achievements fully embodies the spirit of the Chen Baolin as a governor.In addition,making full priorities of social organizations in the county governance becomes the important characteristics of Chen Baolin’s Yinxian governance.During the ten years of Chen baolin’s charge of Yinxian,yinxian’s social,economic,educational and cultural undertakings all witnessed remarkable positive changes,which makes a big step forward in the process of modernization.From 1929 to 1939 is the "Chen Baolin dominating" era in the history of Yinxian county in the Republic of China.This paper mainly covers the main contents of the governance of Chen Baolin and its influence.The paper is divided into five parts,the first part is the introduction.The second part mainly discusses the governance of Chen Baolin and Yinxian county,which covers four aspects including Yinxian county’s social governance,civil affairs,new life movements and "white water right" to elaborate the basic strategy of local governance.The third part mainly discusses the municipal construction of Chen Baolin and Yinxian county,mainly from three aspects including the traffic construction,water conservancy construction and the installation of rural telephone.The fourth part mainly discusses the local educational and cultural undertakings during the school administration presided by Chen Baolin,and mainly expounds the concrete measures and influences of developing education from two aspects of school education and social education.The fifth part is the conclusion,the overall evaluation of Chen Baolin’s administration of Yinxian county.Chen Baolin’s ruling style,with distinct personal characteristics,has a greater impact on the development of Yinxian.However,due to the eras and its own reasons,there are still certain deficiencies in spite of Chen Baolin’s great achievements in governing Yinxian.In fact,it provides a certain reference significance for today’s Ningbo development.
