The right to higher education is the main manifestation and important guarantee of the development of higher education for ethnic minorities.Through the analysis of Asian Americans’ access to higher education,it is possible to clarify whether Asian Americans’ right to higher education is effectively guaranteed and fairly treated,and thus to get a glimpse of the development of Asian Americans’ higher education.After the 1970 s,the number of Asian Americans pursuing higher education increased dramatically,and the level of degrees earned and institutions attended increased significantly,achieving the initial development of Asian American higher education.The main reasons are as follows: the New Immigration Act of 1965 improved the demographic structure of Asian Americans in American society;Affirmative Action pushed the government and universities to formulate corresponding preferential policies for Asian Americans;the decision of Rao v.Nicholls promoted bilingual education and ensured the quality of basic education for Asian Americans,thus improving their ability to compete for higher education opportunities;the formation of a pan-Asian group consciousness has elevated the voice of the Asian American community and helped preserve the rights of Asian Americans to higher education.In the 1980 s to 1990 s,with the number of Asians in U.S.higher education continued to increase,many universities intentionally limited Asian American enrollment,resulting in a serious decline in the percentage of Asian Americans enrolled.The influence of the social consciousness of model minorities at the time and the denial of Asian American-related preferences in the Buck case further hindered the development of Asian American higher education.Since then,Asian American students have engaged in an affirmative action movement that has sparked social concern and government intervention.After the 1990 s,higher education for Asian Americans has remained relatively stable,but inequities still exist,and Asian Americans in general still show a low level of education,a bifurcation of education within the community,and English is still a barrier to higher education.Finally,in conjunction with the above studies,this study identifies the impact of minority identity on the development of Asian American higher education,the internal logic of the formation of pan-Asian ethnic consciousness,and the nature of diversity in American higher education,and make implications for the development of minority higher education in China. |
