The Current Situation Of Public Cultural Service Supply In Lanzhou,Problems And Countermeasures

Entering the new era,the people’s yearning for a better life includes more cultural expectations.The supply of Public Cultural Services is of great significance in solving the cultural needs of the grass roots,protecting the basic cultural rights and interests of the people,and promoting the equalization of public services.However,the supply of public cultural services is a systems engineering,involving economic,political,social,cultural and other aspects,which need to be analyzed and properly resolved.Therefore,how to effectively solve the contradiction and conflict between the demand of public culture and the supply of public culture in terms of structure and quantity,and how to solve the problem of the precise supply of public cultural services,how to provide higher quality,more efficient,more fair and more sustainable public cultural services for the public has become an important issue in the study of Public Cultural Service supply.Based on the methods of Literature Research,questionnaire survey and comparative analysis,and according to the logical thinking of putting forward,analyzing and solving problems,this paper focuses on the five elements of public cultural service supply,that is,the supply of main bodies,financial funds,human resources,hardware facilities,software products,carefully comb the Lanzhou Public Cultural Services Supply Situation,this paper analyzes the problems existing in the supply of Public Cultural Services in Lanzhou and the causes of these problems,and on the basis of referring to the advanced experience of domestic cities,advances some paths for optimizing the supply of Public Cultural Services in Lanzhou.The article mainly carries on the elaboration from six aspects.The first part is the introduction,focusing on the research background,research significance,domestic and foreign research status,research ideas and methods,innovative points and deficiencies,and other aspects of research.The second part is the core concept and the theoretical foundation,through defining the connotation and extension of the relevant concepts,elaborating the supply and demand theory and the public product theory on which the article is based,combing out the five components(dimensions)of the supply of public cultural services,provide a basic framework for follow-up analysis.The third part is the analysis of the current situation of the supply of public cultural services in Lanzhou.It examines the supply policy of Public Cultural Services at the national level,Gansu Province level and Lanzhou level,this paper analyzes the historical data about the supply of Public Cultural Services in the Statistical Yearbook of Lanzhou City from five dimensions,and evaluates the satisfaction of the supply of public cultural services in Lanzhou based on the questionnaire.The fourth part is the analysis of the main problems and reasons of the Public Cultural Service supply in Lanzhou.The main problems are:(1)the main providers: the degree of Socialization of Public Cultural Service Supply is low;(2)Financial Funds: The regional gap of Public Cultural Service Financial Supply is large;(3)human resources: The problem of supplying talents for Public Cultural Services is more serious;(4)hardware facilities: Some public cultural service facilities are not supplied enough and their utilization efficiency is low;(5)software products: the quality of Public Cultural Service Products is not high.The main causes of the problems are:(1)the slow change of supply model affects the level of socialized supply;(2)the shortage of local financial support restricts the supply capacity of the region;(3)the imperfect service support mechanism aggravates the situation of talent shortage;(4)the lack of accurate classification management measures hinders the utilization efficiency of hardware facilities;(5)the lack of innovative service mode restricts the quality of supply products.The fifth part is the domestic experience of the local government’s public cultural service supply,Hangzhou City in the transformation of government functions,Changsha in the promotion of government purchase services,Xuchang in the "activation" of outstanding traditional culture,Lanzhou has provided experience for reference.The sixth part is the path analysis to solve the problem of Public Cultural Service supply in Lanzhou.Based on the theory of Supply and demand and the theory of public goods,the author puts forward five countermeasures and suggestions,which are constructing the diversified mode of public cultural service supply,improving the ability of regional financial fund support,strengthening the talent team construction of public cultural service continuously,improving the level of maintenance and management of infrastructure construction,and improving the quality of public cultural service products.
