Research On Problems And Countermeasures Of Public Cultural Service Supply In Dujiangyan

China’s public cultural service system construction has gone for 15 years,from "gradually forming a relatively complete public cultural service system" firstly been proposed by The Guidelines of the Eleventh Five-Years in 2005 to "basically building a modern public cultural service system" in 2020.Chengdu City as a experiment block has successfully established the first batch of National Public Cultural Service System Demonstration Areas in 2003.Therefore,Dujiangyan City started its public cultural service system construction earlier than many other cities.However,in recent years,it has encountered a bottleneck of development,with a lot of investment but little effect.At present,Dujiangyan has completed the basic construction of public cultural service facilities,but the lack of effective operation mechanism often leads to the vacancy of those facilities.In addition,there are some common problems in public cultural service in China,such as low level of marketization,neglecting of management,imbalance of supply and demand,lack of talents and insufficient funds.Based on the study of the supply of public cultural services in Dujiangyan,this paper discusses how to establish a multi-subject supply mechanism led by the government to improve the construction level of public cultural service system and protect the basic cultural rights and interests of citizens.This paper takes public cultural service of Dujiangyan as the research object,which is supported by Public Goods Theory,Polycentric Governance Theory and New Public Service Theory.The methods of Literature Research,Investigation Research and Questionnaire Survey are been carried on the research.Based on the information and data of investigation and questionnaire,this paper analyzes the status quo of low level of marketization,supply facilities and supply content of public cultural services in Dujiangyan City,as well as the demand of public cultural service.Through the analysis of status quo and the demand of the masses,it is found that there are five problems of it in Dujiangyan: low level of marketization,low utilization rate of facilities,low satisfaction of supply,lack of talents and insufficient funds.Through in-depth analysis,it is found that the above problems stem from the imperfect supply mechanism,the weak management of facilities,the insufficient understanding of popular needs,inadequate personnel system and funds shortage.In view of the above problems,this paper puts forward five measures: establishing a multi-subject supply mechanism led by the government,improving the utilization efficiency of service facilities,improving the needs-based coordination mechanism,strengthening the construction of public cultural service talent team and improving the fund raising and using mechanism.Through this study,it is expected to further make up for the lack of domestic and foreign research on public cultural service in ordinary cities,and provide a reference model for other small and medium-sized cities.
