Research On Regulations Of Tv Media Industry Access System In China’s Mainland

In China, TV media industry is a special industry, where the Party gives publicity to ideology,and it is a rising industry which creates spiritual wealth and material wealth. The regulation of access system of TV media industry is one of important measures that the State takes to regulate or supervise the media industry.In the first part of the dissertation, the development outlines of mainland TV media industry are introduced and the core contents and its incentives of the regulation of access system of mainland TV media industry are analyzed. Considering the political nature, cultural nature and industrial nature possessed by TV media industry , the Party and State government’s participation and supervision over TV media industry concerns more about society and politics. In the course of TV media industry’s open market reform in China, TV media market access issue is an important issue that government must address.In the second part of the dissertation, regulations of TV media industry access system of developed Countries, such as US, Germany, France and Japan, are analyzed. At the present, the regulations of TV media industry access system are not perfectly established in China, therefore, researching on the changes of regulations of TV media industry access system of developed Countries not only provides us a platform of lateral comparison, but also scientifically promotes the development of regulations of TV media industry access system in China, while having an insight into the development rules of TV media industry in developed countries.In the third part of the dissertation, the current status of mainland TV media industry fund access are mainly analyzed in terms of private capital and foreign capita, followed by the current status of mainland TV media industry service access. Based on the analysis, in the fourth part of the dissertation, discussions on how to enhance regulations of TV media industry access system in China are made in terms of object of regulation, subject of regulation, measure of regulation, responsibility of regulation, and consequently the theories are brought up that we should base on the practical situations in China, and learn successful experience from foreign countries, constitute《Broadcasting & Television Law》, and therefore, establish truly standard , scientific and mature TV industrial law system, lead and promote TV medic industry’s development, consistently , healthily and rapidly, in China .
