In the critical period of government transformation,the mandatory relationship between the grass-roots government and the public is gradually weakened,and the public can reshape the authority of the government through their own behaviors.In the field of rural areas,farmers choose various ways of action to shape the authority of rural grass-roots government,which is often closely related to the mechanism and effect of grass-roots government in allocating public resources.At the same time,the allocation of public resources and the reshaping of government authority are related to such major issues as democratic development,order stability and modern governance.Therefore,this paper attempts to study the relationship between the allocation of public resources and the formation of government authority.Public resource allocation and government authority shaping are essentially problems between the public and the government.This paper starts from the standpoint of the object,that is,the public,and through the analysis of individual cases,probes into the motivation,conditions and process of government authority shaping at the micro level.In the process of the allocation of public resources,if there is no standard for the allocation of starting point equality,process fairness and result justice,the justice of distribution will be lost.The gap between the psychological expectation and the realistic structure,as well as the unfair value judgment of the redistribution practice,has promoted the motivation of farmers to reshape the government authority.Through various forms of supervision mechanism,participation mechanism and feedback mechanism,and through various means such as consultation and making visits,ordinary farmers can interact with the township governments.However,under the strong intervention of village-level organizations,the township government has for many times obstructed the expression of farmers’ interests by means of disregard and coercion,and failed to respond positively to,hold accountable and deal with the unfair results of distribution.As a result,farmers have gradually lost their recognition,obedience and support for them,and their authority has weakened.Until the municipal government completely overturns its original allocation decision,the authority of the township government is completely lost.However,the rectification of the allocation of public resources has not been completed,so the township government under the guidance of the municipal government carried out a new round of redistribution of the standard of standard allocation,and rebuilt its own authority.The above cases fully show that the government authority has experienced a transition from "hard power" to "soft service".In specific practice,due to the unfair redistribution of public resources,the public shapes the authority through the interaction with the government,which generally follows a path of shaking,weakening,losing and even rebuilding the authority.In the long run,the interaction between the two sides is more frequent and in-depth,and the acquisition and strengthening of government authority depends on the recognition and support from farmers.Therefore,the government should pay attention to people’s demands and expectations.At the same time,the government should attach importance to the cultivation and development of people’s opinions on public affairs and lay a foundation for the strengthening of authority,since mature people can guide the direction of government governance,provide Suggestions and reduce costs.
