The Research On The Construction Of Rural Grass-roots Cadres In Tonghu Under The Background Of Rural Revitalization

The rural revitalization strategy is put forward at the 19 th National Congress of the Communist Party of China,and it is considered as a new development idea in the new period.After the 19 th National Congress,our country takes the rural revitalization strategy as a guideline of the agriculture,rural areas,and rural people,to deepen reform of the rural and agricultural areas.Rural revitalization is a new starting point to summarize the past,plan for the future,and design a new blueprint for the development of rural areas.It responds to the new expectations of the people,and takes the people as the center.It helps to solve the practical problems encountered in the development of agricultural modernization,the construction of a new socialist countryside,and the development and progress of farmers.We also have made great achievements in the agricultural and rural development.With the revitalization and development of rural areas,the contradiction between unbalanced and inadequate development and the people's ever-growing needs for a better life is increasingly prominent.There are many factors restricting the development of rural economic and social development and it is a long way for rural further revitalization and development.Strengthening the construction of rural grass-roots cadres plays a decisive role in solving the difficult problems of the current rural reform,development and stability,promoting the various rural work,modernization of grassroots governance,rural economic and social progress,and realizing rural revitalization.As a result,with General Secretary Xi Jinping as the core of the new generation of the CPC central committee attaches great importance to the construction of rural cadres.They have taken a series of powerful measures to promote it,and the construction of rural cadres across China has achieved certain progress.However,there are still many problems needing to be solved during the construction of rural grass-roots cadres.Due to the old age,low educational level,weak ability,unreasonable structure and fewer selection channels rural grass-roots cadres fail to play a core role and fail to lead the villagers to carry out rural revitalization and construction.Under this background,it is timely and practical to study the construction of rural cadres.Starting from the demand of the current rural revitalization,this paper takes Tonghu Town which locates at Huizhou City,Guangdong Province as the empirical case,to study the construction of rural grass-roots cadres.Through the vision of Maslow's hierarchy of needs,a service-oriented government theory and the wage management theory,the writer has made a deep research on the current situation,specific problems and causes of the construction of rural grass-roots cadres about the 12 villages or community from Tonghu Town and explored the countermeasures to optimize the construction of rural grass-roots cadres in the new period.It is of great significance to enrich the theory of rural public management.Through reading literature,interviewing the staff of the relevant departments,visiting villagers and doing the questionnaire survey,it is discovered that rural grass-roots cadre team in Tonghu Town has several problems as inadequate security system of the pay and working conditions,unreasonable structure,weak ability,imperfect educational and training mechanism and imperfect construction of the reserve cadre team.According to the characteristics of the rural revitalization of the development,the writer puts forward four countermeasures which includes improving grass-roots cadres salary and welfare,establishing and improving the supervision and management mechanism,intensifying grass-roots cadre training and education,and cultivating excellent reserve cadres to improve the construction of rural grassroots cadres of Tonghu Town.These suggestions can provide useful reference for the construction of rural grass-roots cadres in Tonghu Town and other areas.
