| The construction of a service-oriented government has promoted the emergence and development of an administrative service center.The administrative service center is another important measure to further simplify administrative examination and approval in China,and to improve the government service function based on people.It represents the continuous improvement of government governance capacity and governance system.It is mainly the government’s centralized staff to handle the examination and approval business in a centralized window.Its establishment purpose is "convenience,efficiency,integrity,and standardization".It adopts intensive and one-stop functional services to provide efficient and convenient functional services for the masses.Improving the efficiency of administrative examination and approval and simplifying the procedures of administrative examination and approval are the original intentions of the administrative service center.The scientific evaluation of the service quality of the administrative service center will directly affect the service of the administrative service center and the needs of the people.Various data sources will affect the administrative service center.Evaluation is very necessary,so the introduction of public satisfaction assessment and analysis of influencing factors is the natural choice for building a service-oriented government,and it is of great significance to improve the construction of administrative service centers.Tibet is located in the frontier region of China and it is also a minority autonomous region.Its political status is self-evident in China.The proposal of "ruling the country by governing the country and governing the country by stabilizing Tibet first" has further demonstrated Tibet’s national status.Lhasa is also the capital of Tibet and an important political and cultural center of Tibet.Therefore,the construction of Lhasa’s political culture has an important effect on the peace and stability of Tibet.In 2009,the Lhasa Citizens Service Center was established.As of the end of December 2019,a total of more than 1.55 million administrative approval projects and convenience projects have been accepted,and the settlement rate on time has reached 99.95%,and more than 1.69 million people have received consulting services.The Lhasa Citizen Service Center is an important platform for the Tibet Autonomous Region Government to implement the nation’s construction of a service-oriented government,change government functions,and reform the administrative management system.Based on the new public management theory,new public service theory,attribution theory,expectation inconsistency theory and emotional theory,this study studies the public satisfaction of the Lhasa Citizen Service Center.First of all,it summarizes the research on administrative service centers at home and abroad,and uses text mining methods to analyze the research focus of domestic journals.Secondly,based on the fuzzy comprehensive evaluation method,the public satisfaction of the Lhasa Citizen Service Center is comprehensively evaluated,and the satisfaction level of different indicators of the Lhasa Citizen Service Center is obtained.Thirdly,using the multiple regression and other statistical methods to empirically analyze and verify the public satisfaction of the Lhasa Citizen Service Center and analyze its influencing factors.Fourth,combined with the network public opinion analysis method to analyze the public satisfaction of the public service center of Lhasa City Citizen Service Center.Finally,based on the analysis of the above aspects,it is found that the Lhasa Citizen Service Center has problems in the improvement of satisfaction,and proposes solutions in a targeted manner.It is hoped that it can better contribute to the development of the center and enhance the residents of Lhasa to the government.Public service satisfaction,enhance the government’s credibility,and enhance security factors for maintaining peace and stability in the Tibet Autonomous Region. |
