| Performance appraisal is the concept of enterprise performance management,is the process of continuously urging employees to achieve the goals.This process can be briefly summarized as: the assessment subject compares the established work objectives and performance appraisal standards,adopts one or more assessment methods to assess the completion of work objectives,and feedback the assessment results to employees for guiding their career development.Common performance appraisal methods mainly include BSC(Balanced Score Card),KPI(Key Performance Indicator),360-degree feedback method(Comprehensive assessment method)and so on.With the advancement of the reform of personnel system,the concept of performance appraisal has been introduced into public institutions.At present,the classified reform of public institutions is progressing steadily.Under the background of deepening the reform comprehensively,straightening out the management mechanism is the inevitable demand of every public institution.The Chinese Academy of Tropical Agricultural Sciences(CATAS),one of the three institutions affiliated to the Ministry of Agriculture and Rural Affairs of China,has established a set of relatively complete performance assessment indicators,but there are still deficiencies.Therefore,it is imperative to explore scientific,objective and effective performance assessment methods.In this regard,based on the goal setting theory,equity theory and expectation theory,this paper comprehensively applies literature research method,case analysis method,questionnaire survey method,comparative analysis method and other research methods to improve the current performance appraisal system of managers of CATAS.First,in previous studies of domestic scientific research institutions management personnel performance appraisal based on common practices and shortcomings of the research,the analysis of current management personnel performance appraisal of CATAS,to find the main problems of performance appraisal include: concept of performance appraisal is not advanced,not enough scientific performance appraisal system,the use of performance appraisal results and feedback is not reasonable.And then,combined with theoretical knowledge,this paper puts forward the countermeasures to improve the current performance appraisal system of CATAS.Specifically,it includes setting up a new concept of performance appraisal management,improving the implementation of performance appraisal,using serious appraisal results,and strengthening the feedback of appraisal results.Through research and analysis,the author hopes to improve the current performance appraisal system of CATAS,so as to better stimulate the work enthusiasm of managers,lay a foundation for further improving the governance system of CATAS,and provide reference experience for similar research institutions.After proposing countermeasures and Suggestions for improvement,this paper summarizes the research conclusions,summarizes the deficiencies,and puts forward the expectations for the future research on the performance assessment of managers,hoping that the follow-up researchers can carry out further analysis and research. |
