Study On Citizen Participation In Grass-roots Social Governance

The social governance system of diversified subjects is an important part of the national governance system in China.As a subject in the governance system,citizens tend to play an important role with the development of social economy and politics.But in reality,the citizen participation in our country’s social governance,no matter from people’s ideology,organizational form,or system construction,has obvious lack and deficiency,the grass-roots level is even more,there is a lot of room for improvement.The report of the 19 th National Congress of the Communist Party of China comprehensively explains the social governance work in the new era,and puts forward a series of new ideas,new measures and new requirements on social governance.We should find out the limiting factors that affect the participation of citizens,study the countermeasures according to the actual situation,let citizens play a role in the grass-roots social governance,open a new pattern of social governance,and help the economic and social development.Based on the governance theory,citizenship theory and citizen participation theory,this paper attempts to use literature analysis,questionnaire survey and case study to study the current problems of citizen participation in grass-roots social governance in China.This paper investigates and analyzes the four aspects of citizens’ participation intention,participation depth,participation content and participation channel in the social governance of Wuxie town.It finds that there are some problems,such as the weak subject consciousness of citizens’ participation,the incomplete legislation and system of citizens’ participation,the lack of innovation in participation channel and way,etc.after analyzing the causes of the problems,it puts forward to cultivate the subject consciousness of citizens’ participation To improve the system of citizen participation and broaden the channels of citizen participation.
