The score of "One Belt And One Road national infrastructure development index" indicates that the demand for infrastructure construction in southeast Asia is growing strongly and shows there is a huge market space for investment in energy,transportation and other fields.Indochina peninsula,one of the important strategic areas for the "One Belt And One Road" construction,connecting the Indian Ocean and the Pacific Ocean,is very important for realizing intra-regional and trans-regional connectivity.However Infrastructure construction in Thailand is relatively complete,while the other four countries have relatively backward infrastructure construction,causing the great demands for infrastructure construction.Compared with the traditional financing model,the public-private partnership(PPP)model is widely regarded as an innovative and valuable way to effectively improve the quality of public services such as infrastructure construction.Public-private partnerships have played an important role in promotinginfrastructure development in developing countries in southeast Asia.In view of this,this paper studies the PPP legal system in five countries on peninsula and clarifies the PPP legal regulations,regulatory authorities and the PPP project process in five countries.It provides legal guidance for Chinese private entities to participate in PPP infrastructure investment and construction in the peninsula,so as to private entities comprehensively analyze,evaluate and effectively deal with various legal risks in countries where they invest.
