| In recent years,earthquake disaster crisis has occurred frequently in China,and research on the management of earthquake disaster crisis has gradually entered the field of scholars.Especially after the Wenchuan earthquake broke out,there was a small wave of research on disaster crisis management in China.However,in view of the existing research literature,there are few literatures about the disaster crisis management from the perspective of social management service mechanism.The "social management service mechanism" is the formulation of this article,and the concepts associated with it include social governance,social management,and social management mechanisms.In order to more clearly express the research intention of this thesis,the paper first defines and clarifies these concepts,and gives a brief introduction to the theoretical basis of the thesis.The main part of the thesis is the composition of the Ya’an earthquake relief social management service mechanism and the effectiveness evaluation of the Ya’an earthquake relief social management service mechanism.The research results of the thesis show that the social management service mechanism of Ya’an earthquake relief is successful in practice.Finally,on the basis of summarizing the research conclusions,the thesis puts forward constructive opinions and suggestions on how to construct a social management service mechanism in disaster crisis governance and how to construct a social management service mechanism in the normalized social public affairs management.Specifically,the main contents of the paper are as follows:In the second chapter,t the main concepts are defined and theories are briefly introduced.These theories are not only the basis of this paper,but also the basis for the evaluation of the effectiveness of Ya’an earthquake relief social management service mechanism.In the third chapter,the main concepts and theories involved in this thesis was introduced.In the third chapter,the thesis focuses on the in-depth analysis and specific elaboration of the specific mode of social management service mechanism in Ya’an earthquake relief,and summarizes as the “two groups and two centers”organization system and the “Party committee leadership,multi-agent participation” synergies.The "two groups and two centers" is the medium platform for mechanism construction,and it is the carrier for the "multi-subjects" to participate in synergy.Among them,the "two groups" are the leading organizations,and the "two centers" are the executive organizations.In the specific exposition of Chapter 3,it can be clearly seen that the multi-dimensional synergy mechanism in Ya’an earthquake relief management is not only reflected in the diversification of the participating subjects,but also in the party and government departments and non-governmental organizations,social citizens and non-The diversification of the way government organizations work together.In the fourth chapter,the thesis first analyzes the rationality of the social management service mechanism of the earthquake relief work from the theoretical perspective of mechanism construction.The paper believes that Ya’an earthquake relief social management service mechanism ensures the leadership position of party and government departments in earthquake relief activities from the main body design and media construction,and at the same time fully mobilizes all social forces to participate in disaster relief and disasters in a timely and orderly manner.Reconstruction,therefore,the construction of the Ya’an earthquake relief mechanism has certain scientific and rationality.Then,the thesis evaluates the actual operation effect of the Ya’an earthquake relief social management service mechanism from scholars in China have emphasized the need to be government-led and to mobilize the participation of the public and various groups of organizations.However,how to design and build the mechanism can not only ensure the leadership position of the party and government departments in the specific operation,but also maximize the enthusiasm of the multi-party forces in the society,but there is little literature to study.This paper studies the behavior of earthquake relief in Ya’an Lushan from the perspective of mechanism construction.It can be said that it is a little innovation in the research perspective.Second,a new refinement and summary of the social management service mechanism in Ya’an earthquake reliefAfter the 2008 Wenchuan earthquake,scholars have studied the disaster crisis management,but mainly concentrated in four areas.First,it focuses on the introduction of foreign crisis management experience and the comparison of Chinese and foreign crisis governance mechanisms.Second,focus on the role and responsibilities of local governments in disaster management.Third,focus on the feasibility and necessity of studying NGOs or other social forces and citizens’ participation in disaster crisis management.Fourth,focus on the collaborative mechanisms between government and non-governmental organizations in disaster management.After the Lushan earthquake in Ya’an,some scholars also studied the Ya’an earthquake relief model,but more focused on the significance and role of social organizations or the public in participating in earthquake relief.There is hardly any literature on the overall mechanism of Ya’an earthquake relief management and the effectiveness of this model.Based on the mechanism design theory,this paper refines the social management service mechanism in Ya’an earthquake relief and management from the establishment of the main body and object in the construction of social management service mechanism,and the construction of medium,and summarizes it as “two groups of two centers”.Leadership,executive organization system and the synergy mechanism of "party and government leadership,multi-subject participation",and evaluate the effectiveness of the mechanism from both theoretical and realistic operational effects.Finally,based on the results of the assessment,China’s major disaster crisis in the future The construction of governance mechanism has proposed some useful and perfect measures.The research conclusions of this thesis have certain practical guiding significance for the mechanism construction of the major disaster crisis governance in China. |
