An Interactive Study Of Chinese Citizens’ Network Political Participation And Government Response

David Easton studied the interaction between external environment and political system by using input,output,feedback,and re-output as analysis variables,and formd the mode of a system analysis of political life.In Chinese political life,Based on concerns about public safety,livelihood security,social supervision and other issues in society,citizens choose to participate through the online platform in order to seek solutions about related issues by the political system,thus forming a new form of network political participation and proposing new requirements and challenges to government.From the perspective of system theory,there isan interactive loop between citizens’ network political participation and government response.The citizen and government should actively interact to achieve the stability of the political order and promote the development of good governance.Specifically,it includes three stages of interaction.The first stage of interaction mainly involves the expression of citizens’ political participation and the discourse,execution,and institutional responses made by the government after receiving and analyzing the participation.The second stage of interaction involves citizens’ and the government’s feedback on participation or response behaviors,forming mutual understanding and complemention,and laying space for supplementation and improvement for re-participation and re-response.The third stage of interaction is that the government re-outports based on the feedback of citizens,which is reflected in the improvement of the government and citizens based on the feedback,forming standardized participation,ensuring the effectiveness of participation,and at the same time improving the government’s ability to achieve accurate response.The three interaction stages complement each other and form a cycle.The ultimate requirement is to achieve the maximum degree of correspond between citizen participation and government response.This requires a positive attitude and actions of citizens and the government,as well as need cooperation and interaction between the two parties.As pointed out in the third stage,For citizens,it is necessary to enhance the standardization of network politicalparticipation to form an effective input.For the government,it is necessary to form an accurate output of citizen participation by improving the government’s response capabilities,and ultimately achieve good government governance.In the end,it is possible to maintain the good operation of the political system under the input of participation,and at the same time promote the development of good governance in mutual cooperation.
