Research On The Optimization Of The Information System Of Administrative Institutions

Since the development strategy of information technology was formulated by the state,all regions have promoted the process of information technology continuously,attached great importance to the construction of information technology,and continuously increased the investment in the construction of information technology.With the increasing number of information system construction projects and the gradual expansion of system scale,information system audit is an inevitable requirement to ensure the healthy development of information technology.Information system audit is a new and complex type of audit in China.In order to break the information barrier,realize the system connection,data sharing and function optimization,it is necessary for audit institutions to take the whole information system of administrative institutions as audit object and carry out special audit investigation.At present,a province has begun to carry out the preliminary special audit of information system,but there are some defects in the formulation of audit program content,such as the audit of system integration and information resource sharing is not in-depth enough,there are repetitive audit matters,etc.In order to alleviate the deficiency of audit content,this paper optimizes the audit content of administrative institutions’ information system based on key audit indicators.First of all,clarify the basis and principle of index construction,take the information system audit standards and policy documents of our country as the main basis,and the deficiency of audit content in the case units as the correction basis;then construct the key audit indexes from the four stages of system planning,construction,operation and monitoring;finally,this paper uses the key audit indexes to conduct thesecondary audit of unit X,and finds out the problems.In order to test the rationality of the indicators,this paper analyzes the different audit results between before and after in three aspects: scope,detailed degree and the operability of audit recommendations.
