Research On Hunan Science And Technology Association Undertaking The Transfer Of Government Functions

The key to transforming government functions is to clarify the relationship between government,society,and the market.In the process of advancing the modernization of China’s system and capacity for governance,government departments began to try to gradually transfer part of the functions to social organizations to undertake.As an important part of social organizations,science and technology organizations play a very important role in participating in the process of social management and providing scientific and technological public services.In 2015,the Central Committee issued the "The implementation plan for the expanded pilot work of the Chinese Association for science and technology to undertake the transfer of government functions",which requires the use of the characteristics of scientific and technological associations to orderly undertake the transfer of relevant functions of government departments.How to rationally transfer the functions of government departments and how to carry out the next work in an orderly way for scientific and technological societies has gradually become a major challenge that needs to be addressed in the practice of modernizing the national governance system and governance capabilities.This paper focuses on the subject of science and technology associations to undertake the function of government transfer,taking Hunan Association For Science And Technology as an example,to explore how science and technology associations can play a better role in social management and public service in the new era.First of all,this paper elaborates the significance of the topic of Hunan science and technology association undertaking the transfer of government functions,the current research situation at home and abroad,and the basic connotation of the core concepts designed in the research,trying to use the theory of government function change,the theory of public goods,the theory of the third sector,and the theory of political and social cooperation governance to discuss the necessity and feasibility of science and technology association undertaking the function of government transfer as well as the significance of a more comprehensive analysis.Then,the author gives a detail introdutor of the historical evolution and the current situation of the science and technology associations in Hunan province,and points out that there are five specific problems,such as the lack of willingness to undertake the function,the lack of ability,the excessive interference of local government,the imperfect system and the lack of actual effect.On this basis,this paper analyzes the problems in the process of Hunan Association For Science And Technology undertaking the functions of government transfer,such as inadequate understanding of the importance of undertaking the functions of government transfer,the level of specialization and professionalization of science and technology associations to be improved,the lack of motivation for government departments to transfer functions to science and technology associations,the lag of laws,regulations and relevant systems of government transfer functions There are five reasons for the low recognition of science and technology associations to undertake government transfer functions.Combined with the practical experience of foreign governments in the United States,Germany,Jiangsu Province and Hubei Province,this paper puts forward four aspects of experience and Enlightenment:attaching importance to the cooperation between the government and the scientific and technological communities,establishing the evaluation and restraint mechanism of the third-party institutions,grasping the opportunity of comprehensively deepening reform,promoting the provision of public services and the separation of production.At last,the author gives some concrete suggestions from seven aspects: to improve the understanding of science and technology associations to participate in social governance and undertake the work of government transfer function,to attach great importance to the capacity-building of science and technology associations,to constantly expand the supporting conditions for science and technology associations to undertake government transfer function,to gradually straighten out the relationship between science and technology associations and the government,and to gradually improve the field of science and technology associations’ undertaking function Through these countermeasures,we can improve the effectiveness of Hunan Association For Science And Technology to undertake the function of government transfer.
