Group Participation In Public Service Provision ——A Case Study Of Taiwan Federation In G Province

In modern society,civil organizations have become one of the main forces affecting society in parallel with governments and enterprises.As a non-governmental organization with Chinese characteristics formed under the specific political and historical conditions in China,the Taiwan Union and other group organizations have always played an important role in daily life and major events.The Taiwan Compatriots Association（Taiwan Union）was born in a specific historical period of blockade and isolation on both sides of the Taiwan Straits.Its nature is a group organization of the nature of the township association.It is an integral part of China’s special political system.The purpose is to settle the Taiwanese and the islands on a wide scale.Taiwan compatriots will promote the early arrival of the great cause of the reunification of the motherland.Although the Taiwan Union has been in existence for more than 30 years,the academic community has not systematically studied it.For the first time,this thesis studies the public service function of the joint organization of G Taiwan Union from the perspective of a worker.As a group organization,G Tailian has the characteristics of quasi-official and non-profit,and is a special government-run group.Based on the development process of the relationship between G and Taiwan,this thesis expounds the evolution of public service functions in different historical stages and analyzes the evolution characteristics.At the same time,a combination of literature research,empirical research and theoretical analysis,combined with the research results of the third sector,combing the public service function of G Tailian,and proposing that its public service function at this stage is mainly to serve the settled Taiwan compatriots（Use social resources to develop public services）and serve cross-strait development（responding to social issues,maintaining and enhancing social public interests）.Through the study and understanding of the research results of the group organization,analyze the problems existing in the performance of the public service function of G Tailian,including the unclear basic work of public service,strong government color,strong resource dependence,and service.With a single function,weak influence,insufficient organizational strength,and drawing on the successful experience of Taiwan Union in other regions,it is proposed that G Tailian should accurately grasp the dual characteristics of quasi-official and group characteristics,clarify the functional orientation,and rationalize its and local The relationship between the government,the higher-level Taiwanese,and the grass-roots Taiwanese,establishes a two-way communication mechanism with the client,establishes a long-term mechanism for updating the Taiwanese information,does a good job in building the Taiwan compatriots,establishes a diversified financing mechanism,and improves the settled Taiwanese society.Safeguard mechanism,and through the cultivation of Taiwan-related network resources and the establishment of a cooperative mechanism to promote public services for the peaceful development of the two sides of the strait.
