The central leadership has undergone changes of its name,reorganization,adjustment and continuously reformation and development since the foundation of Communist Party of China(CPC)till the Seventh National Congress of the party.Henceforth,it has become increasingly sound,rational,and scientific in response to the development and expansion of the party,the task transformation and the need for revolutionary struggle.A four-level leadership system of the CPC Central Committee,which is in accordance with the characteristics of China’s revolution and the actual organization,comes into being.Specifically,the evolution of the leadership of the CPC Central Committee can be divided into three phases:The first phrase: from the foundation of the party to the Great Revolution(1921-1927),namely the "inoculation" stage of the leadership of the CPC Central Committee.The central bureau consisting of three people was changed to the Central Executive Committee.The National Congress of the CPC was finally transferred to The CPC Central Committee at the fifth National Congress.Before this,it has experienced names from the Central Committee of the Party-the Central Political Bureau-to the Central Standing Committee during the second and fourth National Congress.The adjustment of the five central governing bodies seems to promote forming the central "four-level leadership system".In fact,it is not the case.Firstly,at that time,the central leadership system was only "copinism" without practical experience under the influence of the "Soviet experience".Secondly,the CPC joined the Communist International in the Second National Congress and became its next ministry.The central leadership system is actually a five-level,that is the Communist International-the National Congress of the Party-the Central Committee-the Central Political Bureau-Central Standing Committee.Thirdly,due to the influence of the first cooperation between the Kuomintang and the Communist Party,during which the central leadership unit constantly conceded,it was not independent enough.So this phrase was actually a “sprout” or the emergence stage.The second phrase: The Agrarian Revolutionary Period(1927-1937),the wandering between the “left and right”-leaning stage of the governing body of theCPC Central Committee.Due to the dual influence of the 10-year civil war and the Communist International,the establishment of the central leadership was unreasonable,unscientific,and the station was unstable as well.Additionally,the central leadership has frequently changed their coaches.It has successively appointed Zhang Guotao,Qu Qiubai,Xiang Zhongfa,Li Lisan,Wang Ming,Bogu,Zhang Wentian and other leaders of the CPC.Therefore,the central core leadership was extremely unstable and the divisions of powers and responsibilities were unclear,which even resulted in the coexistence and ambiguity of the Central Secretariat and the Standing Committee.The "three-member group" acted as the central authority.Moreover,the core leadership of the central leadership has presented both contributions and mistakes and he long-term "left" and right-leaning errors are intertwined.This phrase was actually the wandering between “left and right”-leaning stage.The third phrase: Anti-Japanese War Period(1937-1945),the formation of the leadership of the CPC Central Committee.By eliminating the influence of the "left legacy" of the central leadership,the central leadership has undergone major adjustments to form a four-level leadership system of the CPC Central Committee.Now it is composed of the Party’s National Congress,the Central Committee,the Central Political Bureau and the Central Secretariat,which is in accordance with the characteristics of the Chinese revolution and its practical organization.This thesis focuses on the "top-level design" of the CPC and on the formation and development of the central leadership.The study is conducted coherently to the historical track of the development of the central leadership’s “emergence”,“wandering” and “formation”,aiming to clarify the historical process of the evolution of the central leadership as the top-level design of the CPC and to draw lessons and experience from the past. |
