Research On The Implementation Of Precision Poverty Alleviation Policy Of Grass-roots Government

The construction of poverty alleviation and development system with Chinese characteristics is the result of 40 years of reform and opening up.While reducing the number of poor people substantially,this set of increasingly mature poverty alleviation model has largely solved the poverty problem of over 700 million rural poor people in China,helped the vast majority of poor people to raise their income and improve their production and living conditions.Sincethe 18 th CPC national congress,in order to win the battle against poverty,the state and local governments have put forward many policies and systems for poverty alleviation and development,clarified the focus and direction of precise poverty alleviation,and created a new situation for poverty alleviation.Meanwhile,there are still many difficulties and problems unsolved in the poverty-stricken areas with poor infrastructure.Accurate poverty alleviation needs to achieve "precise" docking and implementation.The policy measures designed at the top level need to be truly implemented.Objectively speaking,it needs a process,which ultimately depends on the implementation at the grass-roots level.Therefore,facing up to our current situation and existing problems,analyzing and studying the implementation effect of precise Poverty Alleviation Policies of grass-roots governments,and putting forward corresponding countermeasures and suggestions have important theoretical and practical significance for implementing the major national policies and promoting poverty-stricken areas and poor people to get rid of poverty as soon as possible.Taking the case of M District of Q City,through the theoretical analysis of Smith’s policy implementation model,starting from four dimensions of policy formulation,implementation subject,target group and policy environment,expounds the current situation of the implementation of targeted poverty alleviation of grass-roots government,as well as the difficulties faced by the incomplete policy system,the weak ability of implementation subject,the understanding deviation of target group and the lack of policy environment.At last,it puts forward scientific and reasonable countermeasures and suggestions on how to effectively improve the implementation effect of targeted Poverty Alleviation Policies,so as to promote the rapid and good development of poverty alleviation..
