Research On The Construction Of Village Rules And Regulations From The Perspective Of Village Governance ——A Case Study Of P Town,W District,X City

As a traditional agricultural country,rural areas are the foundation of China’s economic and social development,and rural governance is an important part of the modernization of national governance capacity system and governance capacity.Since the 18 th National Congress of the Communist Party of China（CPC）,the CPC and the State have attached great importance to social governance at the grass-roots level,worked hard to build a rural governance system featuring autonomy,rule of law and moral governance,and vigorously advocated the positive role of traditional rural social governance resources including village rules and regulations in contemporary rural social governance.Under the perspective of rural governance,this paper analyses the basic connotation of village regulations,legal attribute,the main characteristics and the related cooperative governance theory,theory of good governance,and combined with the party and the state overall layout and the requirements of social development,the village from the requirement of the contemporary transformation,to re-examine the village regulations in contemporary rural governance are endowed with the guarantee of democracy at the grassroots level to carry out and maintain social order in rural areas,cultivate rural environment,promoting the construction of local custom civilization,rule of law integrating rural public interest such as modern governance value.Based on the basic concepts and related theories,randomly selected agricultural province in central China part X city W area P H province town village as a field for empirical research,by conducting field observation interviews and questionnaire survey,and use of rural sociology,law,political science and other multi-disciplinary knowledge,to acceptance of village regulations faced in practice agree that consistency is not easy,take an active part in endogenous is not strong,the text content normative enough,makingdemocracy insufficiency,the implementation effect binding perspective is not hard and so on five big trouble.At the same time,the village will be placed in China’s political,economic and cultural in the huge social changes carefully analyzed the current predicament of village political and economic environment change impact,the peasants quality and development does not adapt,and delays in functional change of grassroots government,village regulations by extrusion,multiple overlapping factors such as the pollution of the rural politics.Finally,based on autonomy,virtue,rule of law with Chinese characteristics combining rural governance system,with the aid of social governance theory of cooperation and good governance theory,fully tap the grass-roots party organizations,the grassroots government,the villagers,the village committee,the rural social elite,rural social groups such as rural governance multivariate main body role in advancing the construction of village,village to put forward the construction of "five points",Village around focus on reconstructing social order form of village social identity,focus on the main body role play to improve the village farmers’ overall quality,focus on value function play a predominant highlight the practical work,focus on village regulations constraint mechanism construction to revitalise the implementation of village authority,focusing on five aspects such as the top-level design promote rational decentralization of construction paths for the transformation of the analysis,try to macroscopic research on construction of village and case for the combination of practical research,expect to the transformation of village regulations to speed up remodeling construction so as to promote rural achieve good governance provide reference and reference.
