Research On The Influence Of Village Power Structure On Governance Performance

Since the promulgation and implementation of the organic law of villagers committees of the People’s Republic of China(hereinafter referred to as the organic law of villagers committees)in 1998,scholars in the field of rural research in China have put forward the concept of "rural governance" by combining "governance" and "good governance" with "three rural issues".However,due to the late start of the system of villagers’ autonomy,the over-extensive coverage of grassroots autonomy,and the lack of sound rule of law in the development platform,contradictory power structures and opposing logic of subject behavior have emerged in rural areas.With "good governance" as the basic connotation of the governance performance of village governance by the impact of urban and rural dual system,with the development of the economic system reform in the countryside,the village order and ideological system barrier is broken,rural power main body and the agricultural status of rural society in the social differentiation caused more complex management problems.In the key period of economic and social transformation in rural areas,the village power structure has some problems,such as unclear village power and responsibility,unclear function,lack of communication mechanism of collaborative governance among village elites,and weak ability of villagers’ democratic practice and participation in self-government.This study will "structure-behavior-performance" the analysis framework of the introduction of rural governance problems in village power operation in the study,from the two dimensions of village power structure and governance performance combed the history of rural governance,and build the model of village power structure and performance of the governance theory,the rural power relations,the village elite behavior logic,the villagers’ democratic power as the analysis of the village power structure dimensions,select has the typical characteristics of village power structure Lou Cai village and village as a case study of the sample village,wang focuses on the power mechanism of the two village,the village elite behavior logic,the villagers’ democratic participation enthusiasm and ability,Township government in the village power degree of intervention,etc.,using the factor analysis,correlation analysis,regression analysis and other empirical research methods,explore the intrinsic correlation,and puts forward the exploratory level of the regional difference remarkable economic and social development,to build participatory development of villager’s autonomy development platform,optimize the village elite interest coordination mechanism,strengthen the institutionalization construction of village power,promote the reform of rural decentralized feasibility paths to enhance the performance of village governance.
