In 2013,the Communist Party of China convened the Third Plenary Session of the Eighteenth Central Committee,and carried out a comprehensive and systematic deployment of reforms in six areas,including economic and political reforms."Transforming government functions" as an intrinsic driving force to deepen the reform of the economic system and give full play to the advantages of the market economy system has become an urgent requirement.In 2017,the report of the 19 th National Congress of the Communist Party of China proposed to further deepen institutional reform and administrative system reform,coordinate the establishment of institutions,clarify responsibilities,further transform government functions,and deepen simplification of government and decentralization.In February 2018,the Third Plenary Session of the 19 th Party of the Communist Party of China proposed to "deeply reform the party and state institutions with the modernization of the state governance system and governance capacity," and "transform government functions and optimize government institutional setup and functional allocation." Deepen the important task of reforming the party and state institutions." It can be seen from this that since the 18 th National Congress,the transformation of government functions that take into account governance capabilities and governance methods has become an important means of promoting the modernization of the national governance system and governance capacity.Since the main body of government functions is civil servants,the mental appearance and behavior effects of the civil service not only represent the country’s governance capacity and governance level,but also test the effectiveness of the transformation of government functions.In this context,it is particularly important to highlight the issue of civil servant incentives from the civil service management system for systematic analysis and construction and improvement.Based on this,this paper selects the civil servants group of young civil servants of provincial government departments as both the complexity and particularity as the research object.Firstly,this paper finds the theoretical fit point by combing the relevant incentive theories and builds a multi-dimensional suitable theoretical analysis framework for the encouragement of young civil servants of provincial government departments.Secondly,we use the method of questionnaires and interviews to obtain first-hand data on incentive issues for young civil servants in provincial departments.The analysis of the survey data found that the young civil servants of the provincial government departments are relatively satisfied with the current salary income and welfare treatment,promotion system,and cadre incentive and reward mechanism,while the good promotion mechanism,interpersonal relationship atmosphere and salary improvement The level of incentives that they can best improve with welfare.Based on this,this paper believes that the provincial government departments’ incentives for young civil servants are not targeted and personalized enough,the assessment and evaluation mechanism needs to be improved,the quality of incentives is not high,the incentives are invalid,and the reasons for the problems are thoroughly analyzed.Finally,from the four aspects of improving the targeted and personalized level of incentives,establishing and improving the evaluation system,exploring and perfecting humanized incentives and strengthening positive incentives,a package of policy recommendations for improving the incentive mechanism of young civil servants in provincial government departments was proposed.With a view to providing a useful reference for mobilizing the work enthusiasm and efficiency of young civil servants in provincial government departments.
