Research On The Optimized Path Of Urban Grid Management In Panlong District Of Kunming From The Perspective Of Meta-governance Theory

Urban management is a long-term and arduous task.Applying the gridded management model to the field of urban management is an inevitable requirement to adapt to the development of urban society.Different from the traditional urban management model,urban gridded management will make cities according to certain rules.The management area is divided into management grids.Through a full-time inspection team,the grid is continuously inspected,and grid staff are provided to improve the timeliness of city management problem detection and disposal.In October 2004,the Dongcheng District of Beijing initiated and implemented the exploration of the "New City Model of 10,000-meter Unit Grid City Management",and through continuous improvement,the Dongcheng District model that can be promoted and borrowed was formed.During the implementation of the urban grid management model,From the perspective of the "meta-governance" theory,optimizing the coordination mechanism of government,market and social forces,improving the efficiency of grid management in cities,and providing reference for grid management in other different fields is also the significance of this research.The ultimate goal of urban grid management is to provide society with better public services,enrich the different participants,increase the enthusiasm for participating in city management,rely on information technology to build a multi-subjects participation governance platform,and maintain an orderly urban society Development,so how to optimize the management structure,build a coordination and cooperation mechanism,integrate resource construction,and truly take advantage of grid-based management is of great significance.Panlong District started grid management in 2005,but the scope was limited to the streets of some main urban areas.In 2008,Kunming was the second batch of pilot cities for digital city management.Panlong District applied information technology to the urban grid.The grid management inspection and reporting work was carried out,but the urban management work model did not really penetrate the grid.Until 2017,Panlong District realized the separation of supervision on the mechanism,and set up a grid-based supervision and command center to set up a professional supervision team to conduct grid-based supervision and inspection.This article mainly analyzes the current situation,effectiveness,problems and reasons during the operation of Panlong District’s urban grid management mode.Based on the summary of advanced experience,the government,market,and social forces The authors conduct research on the division of labor and participation in the construction of urban gridded management,etc.,in order to propose an optimization path that conforms to the actual situation of Panlong District.
