Research On Generation Logic And Governance Countermeasures Of Rural Mass Events

In the forty years of China’s reform and opening up,the living standards of the people and the level of social development have greatly improved,and the interests of the entire society,including the countryside,have undergone profound changes.The number of group incidents that have occurred due to interest issues has remained high,which has become a major challenge in China’s transformation and development,especially the frequent occurrence of rural group incidents,which seriously affects the effectiveness of grass-roots governance and social harmony and stability,restricting rural Implementation of the revitalization strategy.Facing the rural mass incidents in the new era correctly,grasping their generation logic and carrying out targeted resolution are important issues that need to be solved before the grass-roots governments.This article takes the mass incidents in three villages of L town as cases,adopts case analysis method,comparative research method,and "processevent" analysis method,and systematically investigates three mass incidents,combining political science and sociology.Relevant knowledge,based on the logic of the three cases,deeply analyzes the reasons for the current noninstitutional political participation of Chinese farmers.This article divides the process of the three incidents into five: "accumulation of contradictions(latent)-events of the fuse(stimulus)-first actions of villagers(response)-fermentation of public opinion(brewing)-group participation(outbreak of contradictions)" Period,under the development of generative logic,the three periods of "stimulation period","reaction period" and "brewing period" are unified into "development" stages,and group events are summarized into three stages: "latent-development-burst",And summarized them,summarized the main development path of the current Chinese farmer group,specifically analyzed the influencing factors at different stages in the case,clarified the logical relationship between different groups and events,and focused on the group events.Generating logic,that is,"latent-development-outbreak" and other three stages,focusing on prevention,taking measures from social contradictions,benefit distribution and rural governance,etc.,through a good explanation of policies,grasp the true social conditions and public opinion,Specific measures such as rational distribution of benefits,suppression of inappropriate speech fermentation,exploration of multiple governance models,and strengthening of the government’s own construction,The incubation period in the event of seeking to eliminate the contradictions hidden,or effectively block the route events in the development stage,and proposed the face of mass incidents have erupted,avoid the situation further measures.
