With the rampant growth of international terrorist forces,the pressure from violent terrorists around the world has constantly risen.The rise of China will inevitably bring bigger political pressure,compounded by the throes of economic transformation,prominent problem of environmental sanitation,and reform of systems and mechanisms.It is the top priority to maintain national security and stability.After the incident of September 11,terrorism has gradually entered public vision and domestic violent terrorist crimes have also occurred frequently,displaying the trend of gradual shift from Northwestern China to inland cities of China.Currently,domestic research on violent terrorist crimes mainly concentrates on prevention while research on the handling of such crimes is relatively weak.This thesis makes use of public governance theory,crisis management theory,and risk society theory,classifies crisis management into the three stages of pre-crisis,in-crisis,and post-crisis,and tries to put its research priority in the in-crisis stage,namely the stage of handling violent terrorist crimes.Literature review and case study methods have been adopted to analyze C city’s relevant practices in handling violent terrorist crimes.Based on the typical practices in domestic cities,the author further summarizes C city’s countermeasures for preventing,controlling,and handling violent terrorist crimes,providing the theoretical backup and handling countermeasures for the prevention and attack on violent terrorist crimes in C city and even the whole China.Firstly,the thesis clarifies the definition of violent crimes,terrorism,and violent terrorist crimes and then specifies the boundary and relationship among the three through the example of the violent incident in Hong Kong.Then,the thesis explains the definition of public crisis management,clarifies the definition of crisis management and public security,and summarizes the features and significance of the two.Moreover,the thesis also specifies the definition of central district and determines the scope of central district mentioned in the thesis.Secondly,the thesis analyzes the features of C city,and summarizes relevant practices adopted by C city in handling violent terrorist crimes,including the following five aspects:establishing emergency handling forces,perfecting the mechanism on information collection,study,and judgment,forming a prevention and control mechanism for the central district,strengthening the guarantee of handling forces and equipment,and setting up an earlywarning mechanism for handling violent terrorist crimes.Meanwhile,it is also pointed out that some problems still exist in C city,including the weak ideas and understanding to be strengthened,inadequate support from public opinion and laws,relatively frail forces for handling violent terrorist crimes,stagnant application of advanced technology,and incomplete building of three-dimensional prevention and control.The thesis also analyzes reasons for the emergence of these problems.Finally,through comparing the understanding and practices on countermeasures for handling violent terrorist crimes in Xinjiang,Beijing,Kunming,and Guangzhou,the thesis summarizes and extracts anti-terrorist experience in various regions.Based on the real condition of C city,the thesis proposes the countermeasures that we should enhance publicity and education,strengthen the perfection of laws,particularly the laws at the handling stage,perfect intelligence information collection and transfer,improve the training mechanism for anti-terrorist personnel,construct gridding prevention and control system for streets,and step up input in and popularization of science and technology.
